Homestead System Replacement Under The Background Of Rural Revitalization

The rural homestead system is a unique system of socialism with Chinese characteristics and a concrete embodiment of the Sinicization of Marxist land property right theory.Homestead in rural areas is the necessary foundation for the survival and development of farmers.With the acceleration of the urbanization process,the rural population gradually transferred to the city,a large number of young labor force settled in the city,the rural residential land gradually appeared idle,extensive use and other prominent problems,not only hinder the sustainable development of rural areas,but also conducive to the rational use of land resources.The effective implementation of the rural revitalization strategy and the innovative measures of the "separation of three rights" of homestead make the homestead extend from a single residential function to multiple functions,and put forward higher requirements for the homestead reform system.Therefore,it is more important to carry out the reform and optimization of rural homestead system under the background of rural revitalization strategy.This paper selects the rural revitalization demonstration area and the pilot area of the national homestead reform as the research area,and conducts research based on the three selected areas.Analyze and sort out the basic situation of farmers in villages in the pilot areas of reform,summarize and refine the wishes and differences of farmers,and evaluate the differences in residents’ income levels,the degree of ecological environment change,the improvement of living conditions,and the change track of psychological expectations before and after the reform.Finally,based on the evaluation results,the paper puts forward optimization strategies and policy suggestions for the multi-function of homestead in different types of villages under the background of rural revitalization.The main conclusions are as follows:(1)This paper studies the three pilot areas of the homestead reform,and the homestead reform system is different.The starting point is to integrate idle rural construction land resources,and compensate farmers by means of currency,housing and the combination of money and housing,so as to optimize the local land property structure,improve infrastructure conditions,improve village appearance,and increase farmers’ income level.There are differences in economic level,village appearance,social environment and infrastructure in different regions,and the homestead reform model,exit method and compensation standard are also different.The level of economic development is relatively high,and the land price is relatively high,which is suitable for centralized transformation,and the compensation method is usually in the form of currency plus relocation houses.The economic development level is general,the transportation is relatively convenient,and most of the villages in the initial industrial scale area carry out intensive expansion transformation,and the compensation method is mainly monetary compensation.Relatively far from the city,rich in natural resources and beautiful scenery,most of the tourism development and ecological restoration,these areas are mainly concentrated relocation type,the compensation method is mostly to another batch of new sites,housing compensation.(2)In the process of local implementation of the homestead reform,how to make the reform can be carried out smoothly,which needs to fully take into account different participants in the process of implementing the reform.As a government,the government is in the leading position.When formulating policies,it needs to fully consider the local actual situation and the will and demand of farmers,consider the issues from the vital interests of farmers,formulate plans and improve policies.At the same time,we should continue to increase the publicity of the homestead reform work,so that farmers can enjoy the macro profits of the policy and actively cooperate with and vigorously support.As a farmer,on the premise of ensuring that their own interests are not harmed,they should actively cooperate with the local government,support the relevant policies of the homestead reform,rationally express their opinions and suggestions,and strengthen communication with the village collective and the superior government to achieve the purpose of realizing common interests.As a village committee,the village committee,as a bridge between the government and farmers,should actively do a good job of uploading,implementing policies and calming the masses,ensuring that the interests of the masses are not damaged,ensuring the effective implementation of national policies,and ensuring the implementation of the house foundation reform policy.
