Research On The Development And Utilization Of Rural Idle Homestead From The Perspective Of Rural Revitalization

Homestead is an important resource element in China’s rural areas.For a long time,it has been playing an important role in ensuring farmers’ living life and maintaining rural form.At the same time,as an important rural construction land resource,homestead plays an important role in rural spatial governance and optimal layout.At this stage,with the acceleration of China’s urbanization process,the flow of rural population to cities intensifies,resulting in the gradual reduction of rural permanent population and a large number of idle homesteads.In addition,the extensive management of homestead,the restriction of urban-rural land dual structure,and the imperfect homestead transfer and exit mechanism lead to the inability of homestead to be effectively developed and utilized.At present,with the overall promotion of Rural Revitalization Strategy,exploring effective ways of development and utilization of idle homestead,improving the efficiency of rural land use has become an important part of promoting rural revitalization.If the idle homestead wants to be effectively developed and utilized,it needs to fully tap its values and develop diversified utilization forms of homestead functions.From the perspective of rural revitalization,this paper investigates the current development and utilization of idle homestead in two towns under the jurisdiction of Changyuan,the pilot reform area of homestead,analyzes the problems in the process of development and utilization of idle homestead,and puts forward countermeasures and suggestions to promote development and utilization.Hope to provide practical and effective theoretical reference for the disposal of idle homestead in other areas.The research content of this paper is divided into six parts as a whole: The first part is the introduction,which mainly describes the background,purpose and significance of this research,relevant research at home and abroad,research methods,content composition,etc;The second part mainly expounds the relevant concepts and theoretical basis;The third part introduces the general situation of Changyuan area,selects Dingluan Town and Mancun Town under its jurisdiction as the research object,introduces the current situation of the development and utilization of idle homestead,and analyzes the typical models of the development and utilization of local idle homestead;The fourth part analyzes the problems existing in the development and utilization of idle homestead through field visits and questionnaires to the two towns;The fifth part puts forward suggestions on the development and utilization of idle homestead according to the problems found;The sixth part is based on the previous research,summarizes the research conclusions and carries out research prospects.This paper draws the following conclusions through research: First,although Changyuan City has made bold attempts and made good achievements in promoting the development and utilization of idle homestead,through field research,it is found that farmers,as the main body of idle homestead and an important participant in promoting its development and utilization,have insufficient knowledge of idle homestead,leading to low enthusiasm for development and utilization;Second,restricted by local industrial structure and development level,the phenomenon of homogenization in the development and utilization of idle homestead is prominent;Third,due to the large volume and long cycle of idle homestead development and utilization,the villages still lack funds for development and utilization;Fourth,the village lacks long-term planning for sustainable development,and the relevant supporting mechanism for development and utilization is not perfect.According to the conclusions of this study,the following suggestions are put forward: First,respect the interests of farmers to express their demands;Second,according to different participants and different types of development and utilization,we should innovate the development and utilization mode respectively;Third,improve the relevant system of homestead,including improving the management system of homestead,exploring the market transaction system of idle homestead,strengthening and improving the paid use and withdrawal system;Fourth,from the perspective of rural industrial planning and human settlement space planning,prepare high-quality rural planning;Fifth,improve communication and cooperation between relevant government departments.
