| This paper takes the evolution and development of public-public collaboration for food safety risk as the logical starting point of the study,combs the existing research literature in the multi-disciplinary fields of politics,sociology and new public governance,and takes the practical exploration of public-public collaboration of relevant countries as the main thread,and integrates the objective reality of Chinese government departments,Systematically study the multiple dimensions and factors that affect the public-public collaboration for food safety risk,and use the Decision Making Trial and Evaluation Laboratory-based(Dematel-based ANP,DANP)to carry out quantitative analysis to identify the key dimensions and main influencing factors.Based on the situation in China,and based on the questionnaire survey of Jiangsu Province and Guangxi Zhuang Autonomous Region,this paper comprehensively studied the behavior of government departments,the basis for performing their duties,professional characteristics and the effectiveness of public-public collaboration for food safety risk by constructing a multiple linear regression model based on the principal component analysis(PCA).First of all,the results of the DANP show that the centrality and weight of the lawmaking,the administrative enforcement,and the environmental improvement,the professional characteristics of the government departments,and the laws and regulations on which the government departments perform their duties,are the highest,which are the key factors affecting the public-public collaboration for food safety risks,This is highly consistent with the existing research results of foreign scholars.Secondly,based on the multiple linear regression model of PCA method,the results of the evaluation of the effectiveness of public-public collaboration for Chinese government departments show that the regression coefficient values of the five factors,namely,the behavior and capacity characteristics of the three types of public sectors:lawmaking,administrative enforcement,and environmental improvement,the professional characteristics of the government departments,and the laws and regulations on which the government departments perform their duties,are among the top five of all 20 factors,It shows that the governance effectiveness of public-public collaboration is most directly and significantly affected by these five factor.Based on the research results of the DANP and the multiple linear regression model based on PCA,it is not difficult to find that public-public collaboration for food safety risk is affected by many factors,and the mechanism of action is complex,and lawmaking,administrative supervision,and environmental improvement,the professional characteristics of the government departments and the laws and regulations on which the government departments perform their duties are the five most important influencing factors.This is because the government departments perform the cross-boundary cooperation governance functions through legislative authorization,and the food safety risk governance has strong professional requirements,and more cross-boundary cooperation governance needs to be played under the framework of legal authorization.This has policy value for China to deepen the promotion of public-public collaboration for food safety,and provides theoretical reference for the government to carry out relevant policy adjustment and structural optimization. |
