Mode Research On The Governing Of School Food Safety From The Perspective Of Cooperative Governance

Food safety in China is in a very critical transitional period,especially in campus.The development of economy has brought material richness.With the improvement of people's living standard,quality of life and the prosperity of market economy,China has gradually stepped from the stage of food shortage to the stage of relative food surplus,even the stage of food nutrition imbalance.The frequent occurrence of food safety incidents on campus has made food safety problems in schools increasingly prominent,becoming the focus of social attention and affecting the hearts of tens of millions of families.Faced with many students and parents,in the field of food safety management in school canteens,all subjects are trying to strengthen supervision and management,safeguard food safety in school canteens,and ensure the healthy growth of students.The canteen of the school has gone through the stage of "Full Management-Logistics Socialization-Post Socialization".The change of management right brings about the change of management.While adapting to the innovation of management mode,schools need to shoulder more responsibilities in the face of pressure on food safety in school canteens.As a modern governance concept in public management,collaborative governance is suitable for dealing with complex and systematic governance problems.In the school canteen food safety management environment,there is a situation of internal and external multi-subject co-governance.The principal responsibility system makes the school in the core position of the whole school canteen food safety management.In order to do a good job of food safety management in canteens,schools need to cooperate with all aspects of the power of collaborative governance.Especially for the students and parents who are most concerned about the food safety in school canteens,it is very difficult for them to really participate in the core work of food safety management in school canteens,and incorporate it into the food safety management of school canteens,which can effectively alleviate the pressure of school supervision on food safety in canteens and provide school canteens with food safety.Also adding a protective screen to product the safety of school food.By holding regular canteen communication meetings in Shanghai Y Middle School,schools,suppliers,students and parents are included in the canteen food safety management,so that all parties can fully communicate and communicate,forming a situation of school canteen food safety co-management.Based on the theory of synergistic governance,this paper explores the advantages and problems of synergistic governance of food safety in Shanghai Y middle school canteen through case study,interviews,questionnaires and observation.It is mainly about the selection and participation of parents' representatives,as well as the coordination between parents' representatives and schools and suppliers.Incorporating parents into the school canteen food safety management system effectively improves the school food safety management environment.Based on this governance model,on the basis of drawing lessons from the food safety practices of foreign school canteens,this paper puts forward a cooperative governance model of food safety in school canteens,which makes the canteens move from traditional supervision and management to "cooperative governance".Restructuring the roles of the main bodies in the collaborative management model of food safety: schools become collaborators in the management of food safety in canteens;suppliers are servers in the management of food safety in canteens;parents are participants in the management of food safety in canteens;students are advisers in the management of food safety in canteens;and regulatory authorities are responsible for the management of food safety in canteens.The role of supervisor of food safety management;the Bureau of Education started the work of regulator of food safety management in canteens.Through investigation and analysis,the countermeasures and suggestions to improve the collaborative management of food safety in Shanghai public high schools are put forward: continue to improve the school food safety related legal system;open and transparent information of the whole process of food safety;standardize parents' participation in school canteen food safety management;build canteen communication meeting to achieve communication level in school;Extensive collaboration to achieve collaborative management of school food safety.
