Research On "Professional Anti-counterfeiting" Participating In Food Safety Governance

Food Safety is a complicated social issue that relates to the national economy and people's livelihood.Among the many participants involved in food safety issues,“professional anti-counterfeiting” is a social force that cannot be ignored.However,there have been mixed opinions from various sectors of society about “professional anti-counterfeiting” since it was proposed.There has been a lot of controversy about its status,strategic characteristics and public values.How to bridge the differences among social identification and make full use of “professional anti-counterfeiting” in food safety governance and restrain its negative effects are important issues that exist and need to be resolved urgently.Food safety social co-government has opened up new ideas and ways to solve the problems.Therefore,based on the perspective of social co-governance,this paper regards “professional anti-counterfeiting” as the social subject with non-direct interest,and explores the problems and countermeasures of “professional anti-counterfeiting” in food safety governance.Firstly,this paper forms a basic understanding of "professional anti-counterfeiting" and social co-governance of food safety,and lays a theoretical foundation for follow-up research through analysis of domestic and foreign research and the study of relevant theoretical knowledge.Secondly,the author takes 40 copies of complaints of professional anti-counterfeiting from Y as an example,deepens the understanding of the characteristics and current status of “professional anti-counterfeiting” and finds that there are many problems of the “professional anti-counterfeiting” in food safety governance through case analysis and data analysis,which mainly include the lack or imperfection of the legal,system,credit evaluation system,the risk communication mechanism and multi-cooperative mechanism.Finally,this paper proposes four strategic suggestions under the perspective of social co-governance: the first one is to improve the legal system and refine the reward and punishment system,and the second is to establish credit evaluation system of “professional anti-counterfeiting”,and the third is to improve the risk communication mechanism of food safety,and the fourth is to establish a comprehensive food safety multi-cooperative mechanism.In the perceptive of food safety social co-governance,this paper studies "professional anti-counterfeiting",analyzes the status and problems of "professional anti-counterfeiting" as a social subject that participates in food safety governance,and actively explores the path of "professional anti-counterfeiting" in food safety governance,makes innovations on research content and system construction,provides reference for future research in this field,which has certain theoretical and practical significance for the benign development of "professional anti-counterfeiting" and food safety governance.
