Study On Governance Of Food Safety In China

In recent years, a number of successive outbreaks of domestic food safety incidents tell us that food safety has become a major topic of public health. "San lu melamine milk" put the whole society into the panic for the food security in September 2008. China has taken effort on the food security, however, due to that we mainly carry out "government regulation", therefore there are some complicit between government function,power and policies. This paper will discuss how to governance the food security in china based on the governance theory.This paper is divided into three parts:The first part will introduce the theory of food security governance, based on the definition of food security and governance. It will discuss the content of governance theory and analyze the governance applied to the food security.The second part will analyze the problems and reasons in the governance of food security. There are several problems existing in the governance of food security in china, such as negligence of multi-subject duties, inadequate development of laws and regulations, lack of credit and lack of emergency governance mechanism. The reasons of these problems are failure of government, market and social organisation.The third part will give some suggestion about perfecting the governance of food security in china. First, it will introduce international developing situation of food security; then it will state the concrete measures which includes strengthening the safeguard system under the government governance, constructing a long-term mechanism of the market governance, perfecting the governance structure of the social organisation and perfecting mutil-participation mechanism of the risk governance.
