Research On The Multiple Subject Collaborative Governance About The Food Safety In Our Country

Food is a necessity and priority of human life, the safety of which impacts greatly on pubic health and life security. It is an urgent issue attached with vital importance that we should deal with in public administration in modern China. Currently, on account of the excessive pursuit for economic development, food quality and safety have been ignored, which exercises tremendous influence on the globalization of food trade and the utilization of new resources and technologies, making the situation more and more severe. Therefore, Chine has introduced a series of policies and regulations to further improve the laws and regulations and working mechanism of food safety, enhance supervision and inspection, and strictly implement relevant rules. However, the food supervision system in China is backward on the three areas, namely government, market and society; management resources are decentralized; and collaborative mechanism is lacked. In consequences of the departmentalization of public policies and interests-driven departments, food safety supervision has already been put in the trend of marginalization. The serious problems in the supervision system, mechanism, regulations, and security system of food safety need to be settled without delay. The food safety supervision includes that the functional department conducts supervision on food safety during manufacturing, processing and preserving, transportation, wholesaling and consuming for food quality safety, such as administrative licensing etc., administrative penalty on unqualified food and other quality-related illegal acts. It should also contain the collaborative governance of the market,society,NGO and individuals.From the perspective of public administration and good governance of the government, this paper introduces the history of food safety supervision models of China, analyzes the problems existing in domestic reform of food safety system in the light of advanced foreign practices, and puts forward pertinent and operable policy suggestions,such as legislative perfection, clarifying rights and obligations, build reward and incentive mechanism.
