Gansu Province Qin’an County Peach Farmers Moderate Regulation Model Management Research

With the development of agricultural modernization,small-scale decentralized production mode cannot meet the needs of contemporary farmers.In order to promote the increase of farmers’ income and the development of agricultural industry,it is necessary to explore the production mode and operation mode suitable for the current agricultural development situation.Large-scale agricultural management is an effective way for small farmers to increase their production and income.The national no.1 document in recent years has also proposed to promote the construction of a modern agricultural management system and encourage the development of various forms of appropriately scaled operation.Therefore,moderate scale agricultural operation can not only make small farmers become real participants and beneficiaries,but also is an urgent need to solve the current and future problems of China’s agricultural development in the future.In this study,peach farmers in Qin’an County,Gansu Province,The natural conditions,economic conditions and peach industry in Qin’an County were discussed;The current situation of peach cultivation is obtained by issuing questionnaires to peach farmers,Statistical analysis of the production cost,factor productivity and economic benefits of local farmers;Using questionnaires to obtain the collated data,Build the production functions,Calculate the local appropriate scale operating value,According to the existing operating area of farmers and the appropriate scale operating value for comparison,By establishing the logit regression model to analyze the influencing factors of the local farmers not reaching the moderate scale operation,Put forward the corresponding policy suggestions according to the factors.This study draws the following conclusions:(1)Through the different scale of peach production cost,the analysis of the factors of production productivity and economic benefits,small scale will lead to high production cost,each low productivity,economic benefits,so qin peach planting farmers under the current technical level,moderate expansion of production scale can reduce farmland production costs,improve agricultural economic benefit,but the scale management also exist moderate situation,also not blindly expand.(2)The scale output benefit of peach farmers in Qin ’an County belongs to the stage of increasing scale remuneration,which can improve farmers’ income to be increased by increasing certain production factors.According to the production function,it is estimated that the average moderate scale planting area per household is 6.48 mu.According to the survey of the farmers in the sample area,most of the farmers are still in the small-scale area operation of 3 mu.Therefore,the qualified farmers can be encouraged to expand the planting scale and increase the income of the farmers.(3)Through the regression model may affect the moderate scale operation of 13 factors are analyzed,it is concluded that the age,the household identity,natural disasters,sales price,farmland circulation,the difficulty,financing and agricultural materials market environment seven elements have significant influence,including natural disasters,land circulation difficulty and expand planting scale of negative correlation,the remaining five factors positively.According to the influencing factors,corresponding countermeasures are put forward,and four policy suggestions: carrying out large-scale operation guidance,multiple measures to reduce large-scale operation risks,improving the land transfer procedures and improving the agricultural socialization service system,so as to realize the large-scale operation of local peach farmers.
