The top priorities of agricultural development are increasing grain production and farmers'income in China.With the emergence of the drawbacks of the household contract responsibility system,China has advocated the development of moderate scale management of land.However,land carbon emissions will increase by using agricultural machinery,carbon source production materials,changing of land use patterns with the advancement of agricultural modernization,it further exacerbates global warming.Most of the existing researches about measuring the moderate scale of farmer's land management are from the perspective of grain yield and farmer's income and pay less attention to the non-expected output of land scale management,it makes an inaccurate calculation of land management scale.The paper fully considers the non-expected output in the land management process,and adds carbon emissions into the farmer's land moderate scale management measurement system,and compares it with the calculation results of non-carbon emissions.It has a great theoretical and practical significance to make clear that carbon emission plays an important role in the realization of moderate scale management of land,increasing grain yield and income and developing low carbon management.First of all,the paper based on other scholars'research results and relevant theory,including law of diminishing returns to land,scale economies theory,low-carbon economy theory and sustainable development theory,and the paper analyzes the current situation and existing problems of moderate scale management of Changwu County,Shaanxi Province by survey data and statistical data.Secondly,the paper estimates the carbon emission of land management in the region,and uses the CCR model and SBM-Undesirable model to measure the scale management efficiency of farmers'land,determine the appropriate scale of farmers'land management,and systematically analyzes the factors that affecting the moderate scale management of the land by research data.Finally,the research conclusions of the article are extracted,and relevant policy recommendations are put forward to provide a basis for the realization of moderate scale management of land in the region.The following conclusions were drawn from the study:(1)The average carbon emission per mu of farmer households increased with the increase of land management scale and the average carbon emission per mu was 61.53kg in Changwu County of Shaanxi Province.(2)The measurement model was constructed from a multi-objective perspective,the paper finds that farmer's moderate scale of land management is 1.33-1.67hm~2 by the SBM-Undesirable model in Changwu County,Shaanxi Province.(3)By comparing with the output-benefit perspective,carbon emissions have a negative constraint on land management efficiency and farmer's moderate scale of land management.(4)Moderate scale of land management is affected by multiple factors.Among them,the personal risk appetite of the head of the household,irrigation convenience of the plot,the concern of the farmer to the agricultural policy,the number of agricultural machinery,the awareness of the households on the carbon emissions during the land management process and the concern about the transfer of land management rights showed a significant positive impact;The age of the head of the household,the proportion of household non-agricultural income,and whether the household has joined the cooperative showed a significant negative impact.The paper makes the following suggestions:the government should scientifically determine the moderate scale of land management,actively promote the transfer of land management rights,help farmers establish low-carbon awareness to develop low-carbon agriculture,improve the agricultural socialized service system,accelerate the reform of urban-rural dual system to cultivate new professional farmers and control the amount of production materials such as pesticides and fertilizers to prevent agricultural pollution.
