The Impact Of Cross-Border E-Commerce Policies On The Performance Of Cross-Border Logistics Enterprises

In recent years,cross-border e-commerce has made great contributions to China’s economic development as well as foreign trade growth,boosting the level of China’s economic development,and has received the attention of the government,and relevant departments have formulated a series of policy systems to regulate and guide the development of the cross-border e-commerce industry,but the current academic community lacks to assess cross-border e-commerce policies from the perspective of enterprise performance,so this paper selects Zhejiang Province as an example,and through the performance of cross-border e-commerce logistics enterprises Therefore,this paper chooses to study the implementation effects of cross-border e-commerce policies through the perspective of cross-border e-commerce logistics enterprises’ performance,combining qualitative and quantitative methods to more scientifically assess the effects of cross-border e-commerce policies.This paper first discusses the development stages of the cross-border e-commerce policy system,divides the development of the cross-border e-commerce policy system into the initial stage,the exploration stage,and the stabilization stage,and analyzes the characteristics of cross-border e-commerce development in each stage,then compiles the overall economic situation of Zhejiang Province,collects statistics on the crossborder e-commerce policy provisions implemented in Zhejiang Province from 2013 to2021,and quantitatively analyzes the policy purpose,policy tools,and policy strength in three The quantitative analysis is carried out in three dimensions: policy purpose,policy tools and policy strength.Based on the classification criteria of business models of cross-border e-commerce enterprises,20 listed cross-border e-commerce enterprises in Zhejiang Province were selected,including cross-border logistics enterprises as well as cross-border e-commerce platforms and foreign trade enterprises,and the interdependent relationship between cross-border logistics,cross-border e-commerce and cross-border e-commerce platforms was analyzed in detail based on synergy theory.The selected performance indicators of cross-border enterprises are divided into 4dimensions corresponding to 13 basic financial indicators,and the global principal component analysis is used to extract the comprehensive performance indicators of the target enterprises over 9 years.A fixed-effects model is used to construct the link between cross-border e-commerce policies and enterprise performance,and an empirical regression model and robustness test are established.The conclusion shows that cross-border e-commerce policies play a facilitating role in logistics enterprise performance.Based on the conclusions obtained in this paper,the following suggestions are made: i.promote the collaborative development of cross-border logistics;ii.improve the policy system of cross-border e-commerce;iii.strengthen the synergistic role of government departments;iv.strengthen the communication and interaction among various subjects of cross-border e-commerce;v.actively participate in exchanges and learn from mature foreign experiences.
