High-quality economic growth was initially suggested by the 19 th Party Congress,and was later confirmed as the topic of China’s future economic and social development during the 19 th Central Committee’s Fifth Plenary Session.One of China’s most challenging regions for high-quality growth is rural areas,thus it is crucial to find immediate solutions to the issues preventing high-quality development in rural areas.Studies on high quality are becoming more and more prevalent in the literature,although there are still few that specifically address rural high quality development.The scientific connotation,regional characteristics and empirical studies of China’s rural high quality development are far from a consensus,and further exploration of the level of rural high quality development,regional disparities and influencing factors is needed.Therefore,the study of high-quality rural development in China has significant practical and theoretical significance for high-quality development in China.After analyzing the theoretical connotation of high-quality rural development,this study constructs an evaluation index system for high-quality rural development based on the new development concept and integrating the rural revitalization strategy from eight dimensions: innovation,coordination,green,openness,sharing,prosperity,civilization,and governance.Based on the inter-provincial panel data from 2006 to 2020,the entropy method is used to measure the level of rural high-quality development in 30 Chinese provinces,and the regional heterogeneity of rural high-quality development is explored by the Dagum Gini coefficient.The results show that: first,China’s rural high-quality development is in a steadily improving development trend during the period under examination;among the eight dimensions,innovation development and green development contribute the most to rural high-quality development,and the problem of coordinated development is the most prominent.Second,there are certain regional differences in China’s rural high-quality development,showing the characteristics of decreasing development in the east-central-northeast-west;the variability of China’s rural high-quality development mainly comes from the differences between the eastern and western regions.Third,rural economic growth,agricultural technology progress,rural residents’ living standard,rural housing construction,and rural aging degree are the main factors influencing rural high-quality development;in terms of direct effects,the influencing factors are consistent with the results in terms of main effects;in terms of indirect effects,rural financial investment intensity,rural residents’ living standard,and rural aging degree influence rural high-quality development in neighboring provinces.This paper provides an in-depth analysis of high-quality rural development,clearly and objectively grasps the level of high-quality rural development in China,identifies the impeding factors of regional disparities,expands the research horizon of high-quality rural development in terms of theoretical framework and empirical analysis,and puts forward the following policy recommendations for promoting the coordinated development strategy of rural areas and high-quality rural development in this paper: first,create a data platform for high-quality rural development and real-time Monitor the level of high-quality rural development in China.Second,the coordinated development of rural areas is a key factor in solving the problem of high-quality rural development.Third,the problem of regional disparity in rural high-quality development should be taken as a breakthrough in the western and northeastern regions.Fourth,to improve the level of rural high-quality development should start from rural economic growth,agricultural technology progress,rural residents’ living standard,rural housing construction,and rural aging. |
