In the next 10 years,China’s urbanization is in a critical period of post-industrial society development, which is crucial to driving economic growth in urban and rural areas, narrowing the income gap between urban and rural residents, achieving common prosperity in urban and rural areas, and realizing high-quality regional development. This article will with the provinces area high quality development as the research object,in some areas of China characteristics,on the basis of the ternary intensive development, urban economic structure theory, and the theory of socialism with Chinese characteristics theory, explore the new advantages of regional development with high quality, expand the development of regional high quality to promote the basic theory of the income gap between urban and rural areas and function mechanism. In the past, the traditional rough development mode has widened the income gap between urban and rural areas, while the unscientific allocation of resources has pushed up the consumption cost of urban and rural residents, expanded the income gap between urban and rural residents, and restrained the economic development of urban and rural areas to a certain extent. This paper will redefine and construct the evaluation system of regional high-quality development and the evaluation index of urban-rural income gap.Based on the panel data model of 31 Provinces in China from 2006 to 2019,this paper uses the Spatial Durbin Model(SDM)to analyze the impact of regional high-quality development on the reduction of urban-rural income gap.The empirical results show that regional high-quality development has two effects on r URal-urban income gap index. One is direct influence: the optimization of rural-urban industrial structure brought by regional high-quality development, and the redistribution and correct guidance of market resources by government intervention can promote the narrowing of rural-urban income gap.The second is indirect impact: the high quality of the region provides more high-quality infrastructure for urban and rural development, improves the convenience of transportation, strengthens the economic exchanges between rural and urban areas, promotes the economic spillover of urban and rural industries in space and reduces the income gap between urban and rural areas. In view of the above conclusions, this paper puts forward five policy suggestions: comprehensively and continuously adhere to the high-quality development of urban and rural areas and regions, promote the coordinated development of regions and promote the narrowing of regional disparities;Give full play to the role of government guidance to promote high-quality economic development; To realize long-term high-quality development of population, stimulate market vitality to cope with population aging, promote industrial transformation and upgrading and promote high-quality industrial development, and provide diversified income channels for urban and rural residents;Improving the level of independent innovation of enterprises and encouraging the use of science and technology to improve productivity are conducive to narrowing the income gap between urban and rural residents and promoting the common prosperity of urban and rural areas.
