China’s effective anti-epidemic measures have laid a foundation for economic recovery.In the future,China’s economic environment will be a state in which the growth rate slows down but the increment is considerable,the growth drivers are stable and diversified,and the industrial structure is constantly adjusted and optimized.Enterprises want to maintain the state of sustainable development,need to have and maintain the long lasting competitiveness.The human resources of an enterprise,especially the quality level of the middle management personnel,play an indispensable role in the formation or maintenance of the core competitiveness of an enterprise.How to manage and develop the ability of middle managers is a long-term concern of many large and medium-sized enterprises.Furthermore,in the economic cycle and digital requirements,as well as the influence of the Z company will from the traditional business model of port logistics service,transformation into a cornerstone for shipping down rail,road transport of export trade integrated logistics solutions provider,to do in terms of service and service function optimization,and the corresponding Z company human resources quality level,also should make adjustment strategy matching.In this paper,the theory of competence quality at home and abroad,based on theoretical research results,from the perspective of enhance the level of competence in Z company middle managers as the research object,using the method of literature research,interview and so on,in order to "quality competency dictionary" as the auxiliary tool encoding,screening of Z company middle managers competency characteristic design questionnaire,Through questionnaire,focus group interview,then the current situation of Z company middle managers competency level analysis and found the problem,finding the reason and from middle management competence ability to complement,mechanism of flow between groups design board,career management and promotion mechanism to perfect the countermeasures research improve the level of competence and safeguard.The innovations of the paper include: First of all,the selection of special subjects,Z company middle managers are people from different background and cultural habits,due to the change of organization structure passive combined into a new organization,how to improve the integration of diverse groups of competency levels,have certain reference significance to m&a enterprise;secondly,the logical construction of countermeasures and implementation guarantee for improving competency level has certain reference significance for enterprise competency management plan formulation.
