As a country-cooperation bank of the west in China, the traditional human resource management system of the GZ bank does not pace with the economic development. More and more business banks make much improvement on the human resource management resulting in good performance. To be competent, GZ bank must take some ways to improve his human resource management. From the point of resource-base view, the human resource management can create the core competence to the organizational performance. So a high intelligent human resource pool is the most important.This paper will focus on the selecting system of the GZ bank. We must take some ways to make sure we can select the high intelligent person which are appropriate in the organization. I use the competence-model to do this in this paper.The first work I do is to make a enough review on the competence-models, from this I want to derive a model that can be use in the GZ bank. The second is I must find the reality station of the selecting system, including as how do practice the system, which is the most problem that hinders the organization growth. The third is to make an appropriate selecting system model based on the competence-model of the GZ bank. The final is how to practice the selecting system model in the GZ bank.Competence-model clears out the capability which the organization mostly needs to be competent, so I think the selecting system model based on the competence-model of the GZ bank will be efficient.
