In the earlyl970's Mr McClelland raised the concept of "competency" for the first time. The root of competency research is Behaviorism Psychology. It refers to distinguish explicitly individuality characteristic between the outstanding achievements performer and the general achievements performer. Research on "competency" is a hot subject in study fields such as contemporary psychology, Human resource management, etc.From theory and empirical study, this research paper discusses competency model of middle-level manager of IT Enterprise in Beijing, which becomes the goal post for middle management layer and IT enterprise's development.This research designs a high validity competency behavioral assessment questionnaire based on literature, recruiting advertisement analysis, BEI and expert advice. The data are collected through investigating more than 200 employees in IT enterprises and carry on the analysis with SPSS statistics tool. The findings indicated:1 .The competency model of middle-level manager of IT Enterprise in Beijng includes nine latitudes: Capture opportunity and negotiation ability, Cooperation and self-control ability, Macro view and stress management, Develop other people, analysis and the elaborative faculty, Personal driving, Plan and monitoring ability, Goal guidance, Work manner. Time management, learning capability, team leadership and construction ability, service consciousness are essential supplement to the model.2.Through the population variables analysis, discovered: (l)The Women pay more attention to capture opportunity and negotiation ability than men. (2) Young people below 25 years old and staff for working between in one to three years pay more attention to macro view and stress management. (3) High-level manager thought that the middle-level manager should regard goal guidance, but middle-level manager oneself pay more attention to analysis and the elaborative faculty. The market middle-level manager regards capture opportunity and negotiation ability, goal guidance. (5) The IT enterprise employee varied from 20 to 99 more regards capture opportunity and negotiations ability and personal driving. (6) There are no remarkable difference for model in different educational background and different enterprise3. It is high time for the middle-level managers to improve develop other people, cooperation and self-control ability, goal guidance aspect through comparing to competency model 4.Compared with formerly management competency, the middle-level managers of IT Enterprise in Beijing even more stress executive ability, delegate authority, training subordinate, professional dedication, driving subordinate and self-encouragement, work with passion.This research findings are helpful to Beijing IT Enterprise and other local IT enterprise in different aspects including improving itself compentency, selection, training and development, career development planning.and raise the organization overall achievements level.
