Since recent years, with the growing competition among the enterprises, the role of human resources in the strategy of the enterprises has drawn more and more attention. The research and exploration on the human resource management enters into a stage of contention of a hundred schools of thought. Various competency models and evaluation skills are applied in practice, and different human quality evaluation agencies provide the support for the application of quality evaluation.The competition of enterprise after all is talents competition. Letting the managers with both competence and moral integrity embark on management to realize the maximum match of talent and position has been the important task of studying human resource management and the focus of the enterprises. In an objective view, it helps to develop the study and application of manager competency evaluation..Competency quality evaluation can not only help the enterprises to know the requirement of the competency quality but also can get a clearer idea of the distance between the competency quality and the responsibility from the position. The proper application of manager competency quality evaluation models by enterprises can help it to make good use of the talents, achieve the match between human and position, promoting the sustained development of the enterprises.This theory takes the middle level manager as the topic. After considering the present study and related theory about the competency models and quality evaluation at home and abroad, and analyzing the present application of mid-level manager competency quality evaluation, this theory puts forward the importance of building the middle level manager competency quality evaluation model which can benefit the people-post matching.On the basis of complying with the principle and the steps of building models, this theory will present a middle level manager competency quality evaluation model which can be comparatively and universally used.This model is different from the former ones, because it not only clarifies the indexes of the mid-level manager competency quality but makes deeper explanation of the indexes and formulates the standard of evaluation score as well, providing the strong foundation and reference method for the application of middle level manager competency quality evaluation in enterprises.Moreover, this theory also gives a clearer application scope of middle level manager competency quality evaluation mode, including the application of middle level managers'the recruitment, training, performance assessment and payment, and proposes related suggestions.
