With the increasing internationalization of economic development and the deepening of the integration of the global economy,state-owned enterprises,as an important part of the socialist economy with Chinese characteristics,are playing an increasingly important role in the global economy and are facing increasing competitive pressures.Talents are the most important strategic resources of enterprises.The competition among modern enterprises is,in the final analysis,the competition of talents.How to better attract and retain talents has been upgraded to a strategic issue for the long-term development of the company.In today's increasingly fierce market competition,the company must seek smooth and healthy development,scientific management is an important foundation,and human resources are the cornerstone of the company's long-term development As a human resource manager of a company,how to do a good job of "introducing,nurturing,using,and staying" of talents,building a team of talents at different stages of development,effectively training and managing talents,and maximizing employees.The degree of potential has gradually become the most important part of human resources work.Based on the actual situation of YC company,this thesis uses expert group method,literature analysis method,behavioral event interview method,etc.,based on the basic theory of competence model,and studies the middle management personnel of YC company from two dimensions to form a total of 12 A middle-level manager's competency model composed of competency items.In combination with the efficiency improvement needs of YC company's human resources,based on the competency model,the improvement plan for the middle management of YC company was formulated.The construction of this model enriches the foundation of YC's human resource management in middle management.In terms of job analysis,it can highlight the competency and behavior associated with high performance to define job responsibilities and have greater predictability of job performance.In order to achieve sustainable development of the enterprise,the three-dimensional model of performance evaluation(task performance,evaluation performance and ability)can identify the professional skills and core knowledge of the employees required for the development of the enterprise,and conduct targeted training.In order to better attract and retain high-end talents,salary management based on the competency model can better solve the problem of fairness and create a more scientific and reasonable salary management system.At the same time,it can more accurately identify the core qualities required for a specific position,and develop a training coiurse based on the ability analysis design to improve the accuracy of training course development and ensure better training results.The establishment of YC middle management quality model can effectively guide human resource planning,performance management,eompensation management,training and development,enabling YC to build a stable talent team more efficiently and smoothly,and achieve the goal of win-win between enterprises and employees.
