| Improving the level of agricultural production efficiency has always been the top priority of realizing the transformation of our country’s agricultural modernization.However,since the implementation of the household contract responsibility system,the level of agricultural development in our country has lagged far behind the development of the secondary and tertiary industries,and problems such as rural land fragmentation and unreasonable labor distribution structure have become increasingly prominent.As a means of optimizing resource allocation,farmland transfer has begun to receive widespread attention from the government.The speed of farmland circulation has been accelerated under the implementation of the policy of "confirmation of farmland rights".The transfer of farmland management rights has created favorable conditions for the realization of large-scale farmland management and the transfer of rural surplus labor,and is a powerful way to promote our country’s agricultural production efficiency.Therefore,under the background of lagging agricultural development,it is of great significance to study the effect of the transfer of farmland management rights on agricultural production efficiency to promote the development of agricultural modernization and realize rural revitalization.For the theoretical part,on the basis of reviewing the relevant theoretical foundations,this paper explores the mechanism of the transfer of farmland management rights on agricultural production efficiency,and examines the heterogeneity of the effect of the transfer of farmland management rights on agricultural production efficiency.For the current part,this paper describes the current situation of the transfer of agricultural land management rights,at the same time,using the sfa model and dea model to calculate the agricultural production efficiency of 30 provinces in China.For the empirical part,this paper uses tobit model to analyze the effect of farmland management right transfer on agricultural production efficiency,and also examines the policy heterogeneity and regional heterogeneity of the impact of the circulation of farmland management rights on agricultural production efficiency by using the method of dummy variables;Secondly,from the point of view of scale management and labor transfer,this paper further studies the mechanism of farmland management right transfer on agricultural production efficiency with the aid of intermediary effect model.The following conclusions are drawn:(1)At this stage,the overall agricultural production efficiency in our country is relatively low,and the differences between regions are significant;(2)The transfer of farmland management rights has a significant promoting effect on agricultural production efficiency;(3)The effect of the transfer of farmland management rights on agricultural production efficiency will be brought into play to a greater extent under the implementation of the policy of "confirmation of farmland rights" and in areas with superior mechanization conditions;(4)The transfer of farmland management rights affects agricultural production efficiency by expanding the scale of farmland management and transferring rural labor.Based on this,this paper puts forward the following five suggestions:(1)Improve the farmland transfer market and actively promote the diversification of farmland transfer methods and subjects;(2)Relevant departments should actively promote the large-scale operation of farmland to help agriculture High-quality development;(3)Strengthen the construction of government systems and remove barriers to labor mobility;(4)Continue to consolidate and deepen the achievements of "agricultural land rights confirmation" and expand corresponding capabilities.(5)Increase the scope of agricultural machinery promotion and promote agricultural transformation. |
