Research On The Impact Of Farmland Property Rights Structure On Agricultural Performance

Throughout the history of changes of farmland property rights system in China,the periodical characteristics of agricultural growth that coincide with it appear on the paper.However,with the exhaustion of dividends of the "two rights separation" system,it is no longer possible to provide endogenous growth drivers for agricultural performance,and its agricultural production relations no longer adapt to the demands of the development of rural productivity.Farmers' demands for farmland disposal rights increase while they desire for stable possession rights and use rights.At this time,the farmland "three rights separation" reform responds to it in time.The "three rights separation " reform emphasizes the importance of farmland possession,use,benefit and disposal rights,and realizes the separation of farmland security attribute and production attribute,that is,the separation of social attribute and economic attribute,which is the necessary condition for improving agricultural growth and developing farmland collective economy.Since the implementation of the farmland "three rights separation" reform,agricultural output value has increased from 377.59 billion yuan to 451.38 billion yuan in 2013-2017,with the average annual growth rate recovering to 4.7% from 4.1% in the previous stage.It can be seen that the reform of farmland property rights system plays a significant role in improving agricultural performance,and manifesting the relationship between the farmland property rights structure and agricultural performance is particularly critical.Focusing on the perspective of changes in agricultural production factors efficiency,this paper explores the influence of farmland property rights structure on agricultural performance.For theoretical analysis,based on combing relevant theories of farmland property rights,this paper constructs the analysis framework of "property rights structure-subject behavior-factor efficiency-agricultural performance " to explore the influence mechanism of farmland property rights structure on agricultural production performance.For the status quo analysis,based on the exclusive characteristics of property rights,this paper systematically measures the structure of farmland property rights and comparatively analyzes the basic status and trends of farmland property rights structure and agricultural performance.For empirical analysis,this paper takes the provincial panel data from 1978 to 2017 as the sample,and introduces property right variables,factor variables and interaction terms to conduct an empirical test on the internal influence path of farmland property right structure on agricultural performance.The results show: First,since the reform and opening up,the degree of exclusivity of farmland property rights has generally shown an increasing trend.Secondly,with the enhancement of the degree of exclusivity of farmland use right,benefit right and disposal right,there are different trends in the changes in the efficiency of agricultural production factors,that is,the changes in the marginal effects of agricultural production factors on agricultural performance are different.Finally,from the regional level,there are differences in the effects of farmland property rights structure on agricultural performance in different regions.In order to significantly improve agricultural performance,we should speed up the confirmation and registration of farmland and enhance the degree of property rights exclusivity.The reform of farmland property rights system should rely on the principles of farmland collective ownership and farmland marketization,follow the idea of the change of agricultural production factor efficiency,and fully consider the interrelationship between the production and allocation efficiency of the same factor and the linkage and change of efficiency of different factors.This requires that on the basis of ensuring the stability of farmers' contract right,we should not only speed up the circulation to promote large-scale operation,but also provide guidance to train specialized personnel.That can improve the efficiency of agricultural production factors and promote the development of rural collective economy and agricultural modernization.
