The implementation of the household contract responsibility system in the 1970 s brought tremendous economic development in China,but it also makes agricultural production and management challenged by fragmentation,fragmentation and instability of land ownership.Faced with this reality,the government and academia all agree that it is the only way for China to realize agricultural modernization by fostering a market for the transfer of farmland,developing moderate-scale operations,promoting innovation in agricultural management practices,and building a new agricultural management system.However,although the rural land transfer faces a better external environment,the agricultural land market as a whole is still underdeveloped and the situation of non-standard agricultural land transfer has not fundamentally changed.At the same time,many violations of rights and interests of peasants appeared in the circulation,which directly affected the confidence of peasants in the circulation.With the continuous growth of farmland turnover,it is imperative to strengthen the protection of property rights and interests of farmers and enhance their confidence in circulation.At present,China is carrying out a new round of Farmland rights confirmation.The government hopes to safeguard the rights and interests of peasants by clarifying the relationship between property rights and rights in the land.The issue that this article focuses on is whether the Farmland rights confirmation have a facilitating effect on circulation,what is the impact mechanism,and what impact does it have on the expansion of farmland management?Using the data of China’s labor force dynamics survey and the survey data of farmers in the five counties of three provinces,through the analysis framework of “Farmland rights confirmation—intermediate transmission mechanism—agricultural land circulation—farmland farmland expansion”,using the theory of institutional change and transaction costs,this paper systematically examines and analyzes the impact of farmland ownership on the circulation.Compared with some previous studies,the main contribution of this paper is to use the mediating effect model to analyze and test the impact of Farmland rights confirmation on circulation and its mechanism,and to use tool variables and Propensity Score Matching to effectively solve the endogeneity of the model.The main research content and related conclusions are as follows:First,the investigation of the evolution of farmland transfer system found that the government played a leading role in the evolution of rural land transfer system.According to the degree of government control and relaxation in the property rights structure,the transfer can be divided into no-transfer,deregulation,Regulate circulation,steady development of five stages.In the process of evolution,the property rights of the rural land are further divided and refined,and the role and identity of the main property rights change.However,the ownership structure is still facing the dilemma of incomplete,unclear and unsafe property rights.The new round of Farmland rights confirmation through the redefinition of the subject,content and scope of property rights,improve the property rights’ clarity,integrity and security.Second,transaction costs are one of the intermediate transmission mechanisms that determine the impact of circulation.From a theoretical point of view,confirming the right can reduce the transaction costs,but the empirical test of this paper found that Farmland rights confirmation increase the transfer of transaction costs,but also did not reduce the transfer of transaction costs.Thirdly,in the aspect of transfer,the Farmland rights confirmation has no significant effect on the transfer behavior of rural households,but it has a significant impact on transfer through the transfer of transaction costs and labor flow.Intermediary analysis found that Farmland rights confirmation suppress the smooth transfer of agricultural land through transfer of transaction costs and labor mobility mechanisms(inputs for agricultural labor),and from the perspective of the mediating effect of the two increase investment,so investment in agricultural operations is an important dimension to test the performance of circulation.The study found that Farmland rights confirmation to make a positive impact on investment in agricultural operations,the analysis of the mediating effect found that the right to make investment in agricultural operations through the use of labor input,credit availability,transfer of agricultural land for the production of investment in agriculture,which through labor and credit Availability has a positive effect,and the transfer of agricultural land plays a negative role,while the linkage effect of labor input has the greatest effect among the three paths.Sixth,on the whole,Farmland rights confirmation is not conducive to the expansion of the scale of operation.Farmland rights confirmation promotes the expansion of business scale through the mechanism of agricultural operation input,but the reverse effect is inhibited through the transfer into the transaction cost mechanism..Due to the greater mediating effect of the transfer of transaction fees,the right to make a decision is not conducive to the expansion of the operation scale of farmland mainly by increasing the transfer fees.The research results in this paper show that the specific impact of Farmland rights confirmation on transference and transfer is different,and therefore the right may not be obtained.In the process of further implementing and implementing the right confirmation policy,on the one hand,we must pay attention to the actual differences in the effectiveness of the policy,and on the other hand,we must take note of the constraints faced by the Farmland rights confirmation policies,especially the stability and evolution that they face.constraint.From the perspectives of protecting farmers’ rights and interests and promoting the transfer of farmland,this article also proposes some policy implications: it is necessary to push forward the Farmland rights confirmation,establish and improve the system of protection of farmland property rights,and standardize the role of village committees in circulation and behavior,regulate the transfer role of the village committee and its behavior,strengthen the system of farmland transfer service system.
