| With the intensification of domestic and international market competition,innovation occupies a core position in the overall situation of modernization,and innovation-driven development is the only way for China’s economy to achieve high-quality development.As the city cluster with the most development potential in western China,the Chengdu-Chongqing Twin Cities Economic Circle has great advantages in terms of industrial foundation,economic aggregate,and market space.However,to build a technology innovation center with national impact,there is a huge gap between it and the three national technology innovation centers in Beijing,Shanghai and the Guangdong-Hong Kong-Macao Greater Bay Area in terms of innovation resources and innovation capabilities.Therefore,studying the scientific and technological innovation efficiency and innovation milieu of the ChengduChongqing dual Cities Economic Circle is of great practical significance for promoting the construction of the Chengdu-Chongqing Twin Cities Economic Circle and improving the regional innovation ability.Guided by the methodology of Marx’s materialistic historical view,this paper studies the impact of the innovation milieu on innovation efficiency in the ChengduChongqing twin-city economic circle based on Marx’s innovation ideas and the theory of division of labor,drawing on Schumpeter’s economic innovation ideas and Xi Jinping’s important remarks on coordinated regional development in the new era.Building on the existing research,this paper summarizes the advantages and disadvantages of technology innovation in Chengdu-Chongqing region based on the current situation of innovation milieu and innovation output of the ChengduChongqing Economic Circle,and theoretically sorts out the influence mechanism of innovation milieu on innovation efficiency.Referring to relevant literature,selecting suitable input and output indicators,based on the 2010-2020 statistical yearbooks and statistical bulletins of each city in Chengdu-Chongqing area,the DEA model was used to measure the innovation inputs and outputs of 16 core cities in ChengduChongqing region,and the technical efficiency,pure technology efficiency and scale efficiency of each core city were obtained.After the overview analysis of the innovation efficiency of the Chengdu-Chongqing Twin Cities Economic Circle,the Moran index analysis was conducted to explore the spatial characteristics of the efficiency of innovation technology.Through the construction of innovation environment index system and the use of spatial econometric model,we explore the influence of innovation environment factors on the efficiency of technology innovation in Chengdu-Chongqing twin-city economic circle.Finally,based on the empirical results,countermeasures and suggestions to improve the innovation efficiency of the Chengdu-Chongqing Twin Cities Economic Circle are proposed.It is found that:Firstly,the innovation efficiency of Chengdu-Chongqing regional twin-city economic circle has a significant spatial correlation;the innovation efficiency of Chengdu and Chongqing,has a higher level of innovation efficiency.Second,the innovation environment index system consisting of infrastructure environment,human environment,government support,economic environment,openness and financial environment has a significant impact on the innovation efficiency of the dual-city economic circle in Chengdu-Chongqing area.Only the infrastructure environment represented by the level of fixed investment has a positive impact on the innovation efficiency of Chengdu-Chongqing region,the information infrastructure has a negative impact on the innovation efficiency,while the human environment,the level of economic development,and the governmental expenditure on science and technology have a positive impact on the regional innovation efficiency.Third,the influence of the innovation environment on innovation efficiency in Chengdu-Chongqing region is spatial in nature,i.e.,the innovation environment of the region has either positive or negative influence on the innovation efficiency of the neighboring regions.For example,after introducing the spatial term,the regional infrastructure environment,humanities and education environment,and government expenditure on science and technology have a significant spillover effect on the innovation efficiency of both local and neighboring regions;the economic environment has a positive effect on local innovation efficiency,but there is a siphon effect on neighboring regions,which inhibits the improvement of innovation efficiency;while the opening level and financial environment have a significant inhibitory effect on local innovation efficiency and a non-significant effect on the innovation efficiency of neighboring regions.The level of openness to the outside world and the financial environment both have a important inhibitory effect on local innovation efficiency and a non-significant negative spillover effect on the innovation efficiency of neighboring regions.Fourth,by dividing the study period into two phases,2010-2015 and 2016-2020,we find temporal heterogeneity in the impact of infrastructure environment and financial environment on innovation efficiency in the Chengdu-Chongqing region.The infrastructure environment has a positive spatial spillover on innovation efficiency in both local and neighboring regions in the first stage,but it turns negative in the second stage.The financial environment has a negative spatial spillover to both local and neighboring regions in the first stage,and the impact of the financial environment on innovation efficiency shifts to a positive spatial spillover in the second stage. |
