At present,science and technology innovation is gradually affecting the industrial development dynamic and economic growth trends in all regions of our country.We should continue to provide a new engine of economic development for science and technology innovation,and continue to exert the driving role of science and technology innovation,so as to realize the leap-forward upgrading of various industries.In the process of development,scientific and technological innovation activities need the continuous and effective investment and distribution of scientific and technological innovation resources,and the reasonable expansion of innovation space,so as to further improve the scientific and technological innovation ability and the sustainable development of regional comprehensive competitiveness.Therefore,exploring the influencing factors and temporal and spatial distribution of scientific and technological innovation resources allocation in Chengdu-Chongqing economic Circle is helpful to grasp the construction effect and development trend of the twin city economic circle,and is of great significance for promoting rational allocation of scientific and technological innovation resources,promoting high-quality economic and industrial development and building innovative growth poles in the Chengdu-Chongqing economic Circle.This study takes cross-regional S&T innovation resource allocation in Chengdu-Chongqing Economic Circle as the research object,conducts research on S&T innovation resource input and output allocation from two aspects of resource allocation efficiency and spatial and temporal differentiation characteristics,analyzes the current allocation situation,explores the regional S&T innovation resource allocation efficiency level and influencing factors,and analyzes the spatial and temporal differentiation characteristics.By referring to 44 provincial and municipal statistical yearbooks,science and technology yearbooks and statistical communiques of one province and one city in the Chengdu-Chongqing Economic Circle,relevant research data on the input and output of science and technology innovation resources during 2014-2019 were obtained.Firstly,the present situation of S&T innovation resource allocation in Chengdu-Chongqing economic circle is analyzed.Secondly,the three-stage DEA model is used to measure the allocation efficiency of scientific and technological innovation resources in Chengdu-Chongqing regions during 2014-2019,and its influencing factors are analyzed to find out the influences of four factors,namely economic development level,industrial structure,openness to the outside world and education input level,on the specific amount of input and output.And what factors promote the improvement of allocation efficiency of scientific and technological innovation resources.Finally,on the basis of onsidering the spatial correlation of Chengdu-Chongqing twin city economic circle,this study introduced exploratory spatial data analysis method,further analyzed the spatial and temporal differentiation characteristics of the allocation efficiency of scientific and technological innovation resources in each region,and put forward corresponding countermeasures and suggestions.The main research conclusions are as follows:(1)After excluding the influence of external environmental factors,the average allocative efficiency of scientific and technological innovation resources in Chengdu-Chongqing economic Circle changes little and is at a low level from year to year,and the allocative efficiency of each region is generally shown as higher pure technical efficiency and lower scale efficiency.(2)The improvement of the level of opening to the outside world and the level of investment in education is conducive to the improvement of the allocation efficiency of scientific and technological innovation resources,but the improvement of the level of economic development and the adjustment of industrial structure have not effectively promoted the improvement of the allocation efficiency of scientific and technological innovation resources to some extent.(3)from the perspective of spatial evolution pattern,except that the spatial autocorrelation indices from 2016 to 2017 is positive and not significant,the spatial correlation of scientific and technological innovation resource allocation efficiency in other years is significantly positive,that is,the characteristics of spatial agglomeration are high-high agglomeration or low-low agglomeration,and the agglomeration phenomenon of spatial distribution evolved from "enhancement" to "weakening",and finally rose to a "enhancement" spatiotemporal trend,with the overall spatial difference gradually decreasing.The results show that the overall allocation efficiency of scientific and technological innovation resources in Chengdu-Chongqing economic Circle is at a low level;spatial and temporal differentiation generally shows the agglomeration characteristics of spatial positive correlation,and shows an enhanced trend.The spatial structure pattern is clear,but the agglomeration characteristics of spatial autocorrelation are not very strong.
