Study On The Basic Experience Of Common Prosperity Of Rural And Farmers And The Path Of New Development Stage Since The Reform And Opening Up

Common prosperity is an essential requirement of socialism with Chinese characteristics and an important feature of Chinese modernization.Common prosperity for all the people is a long-term goal,among which the most arduous and onerous task is to achieve common prosperity for farmers and rural areas.The common affluence of farmers and rural areas,as the key link of common affluence,forms its own special connotation on the basis of the theoretical connotation of common affluence.The common prosperity of farmers and rural areas requires both narrowing the development gap between urban and rural areas and narrowing the development gap within farmers and rural areas.It not only requires the realization of high-quality development of rural economy and the improvement of farmers’ income,but also requires the realization of rural public services and the improvement of farmers’ living standards.Based on the theoretical connotation,the practice process of common prosperity of rural farmers still has many problems and deficiencies,for example,the income gap between urban and rural residents is too large,the standard of public services and social security system is not uniform between urban and rural areas,and some rural economic vulnerability is prominent just out of poverty,and there are still a large number of low-income farmers.This paper takes the common prosperity of farmers and rural areas as the research object,based on the common prosperity theory of socialism with Chinese characteristics,in order to deeply explore the effective path to promote the common prosperity of farmers and rural areas in the new development stage.First of all,it defines the concept of common prosperity,common prosperity of farmers and rural areas,and then summarizes Marx and Engels’ common prosperity thought and common prosperity theory of socialism with Chinese characteristics,which lays a solid theoretical foundation for the study.The basic course of the Party and the state’s promotion of the common prosperity of farmers and rural areas is summarized according to four historical stages,which are respectively the initial stage of the common prosperity of farmers and rural areas(1978-1992).The initial development stage of common prosperity of farmers and rural areas(1993-2002);The comprehensive construction phase of common prosperity for farmers and rural areas(2003-2012);The phase of comprehensively promoting the common prosperity of farmers and rural areas in the new Era(2013-present).The experience of the Party and the state in promoting the common prosperity of farmers and rural areas is summarized as follows: adhere to the Party’s leadership and give play to the main role of farmers,improve the level of rural productivity,consolidate and develop the rural collective economy,deepen the reform of income distribution related to agriculture,promote the integrated development of urban and rural areas,control rural poverty,and promote rural construction.By constructing a comprehensive evaluation index system with three levels and 26 indicators of the common prosperity of farmers and rural areas,the entropy method is used to make an index evaluation of the development status of the common prosperity of farmers and rural areas from 2015 to 2020.On this basis,the obstacle degree model is used to diagnose the obstacle factors,and the development status and shortcomings of the common prosperity of farmers and rural areas are analyzed.Based on historical experience and practical problems,the paper puts forward an optimal path for promoting common prosperity of farmers and rural areas in the new development stage: strengthening effective governance at the rural grass-roots level,promoting high-quality development of rural industries,vigorously developing a new type of rural collective economy,deepening the reform of agriculture-related income distribution,continuously promoting integrated development of urban and rural areas,consolidating and expanding the achievements in poverty alleviation,and strengthening the construction of livable and working rural areas.The innovation points of this paper are as follows: First,in the definition of the concept of common prosperity of farmers and rural areas,from the two aspects of common prosperity of farmers and rural areas,taking into account the connotation of material civilization and spiritual civilization in the concept of common prosperity,and creatively summarizing the concept of common prosperity of farmers and rural areas.The second is to put forward suggestions on the basis of summarizing historical experience and analyzing practical problems.Most researches in related fields choose one path to study based on the reference of history or the orientation of realistic problems.This paper combines the two,guided by the historical experience of the Party and the state in promoting the common prosperity of farmers and rural areas and guided by realistic problems,to provide suggestions for the path research of promoting the common prosperity of farmers and rural areas in the new development stage.The research enriched the historical process of common prosperity of Chinese farmers and rural areas and the content of the empirical research,and made a certain contribution to the exploration of the theory of common prosperity of socialism with Chinese characteristics.Based on the historical experience and practical problems of common prosperity of farmers and rural areas,this paper puts forward suggestions on effective ways to promote common prosperity of farmers and rural areas in the new development stage.
