Research On The Reform Of Income Distribution System To Achieve Common Prosperity In The New Development Stage

Common prosperity is the Chinese nation’s ardent hope for a better life for thousands of years.From the various schools of thought in the Spring and Autumn Period to the leaders of farmers in the Southern Song Dynasty,from the reform to the1911 Revolution,all of them yearn for a rich,stable and harmonious society.After the founding of the CPC,it has always taken it as its original mission to seek happiness for the people and rejuvenation for the nation.During the period of the new democratic revolution,the Party was soberly aware that without a new and independent China,the people’s prosperity would never be realized.After the founding of the People’s Republic of China,the establishment of public ownership of socialist means of production has laid a solid institutional foundation for achieving common prosperity.During the period of socialist construction,the Party not only paid attention to the development of productive forces,but also creatively put forward the "two stages of socialism",which started the process of promoting the common prosperity of all people under the leadership of the Party at both theoretical and practical levels.Entering the new historical period of reform and opening up and socialist modernization,the CPC Central Committee further pointed out that the people are the fundamental force to achieve common prosperity.Through scientific disclosure of the essence of socialism,the CPC Central Committee put forward a series of theoretical and practical innovations,such as the unbalanced development strategy of "rich before rich",as well as planning to formulate and implement the "three-step" strategy,It has laid an important foundation for substantive progress in achieving common prosperity for all people.Since the 18 th National Congress of the Communist Party of China,China has historically solved the problem of absolute poverty and constantly consolidated the realistic foundation of common prosperity for all people in the process of promoting high-quality development.Guided by the concept of shared development and people centred development,Chinese path to modernization has made more tangible and substantial progress in promoting common prosperity for all people.Reform of the income distribution system as an important way to achieve common prosperity,the income distribution system is the institutional guarantee for the improvement of people’s income level and material and cultural life.Since the 14 th CPC National Congress established the target model of economic system reform,the Party has actively promoted practical exploration and institutional innovation in the field of income distribution.The 16 th CPC National Congress elaborated the distribution mode of production factors in detail,and the 17 th CPC National Congress began to emphasize the need to pay more attention to fairness in distribution.Since the18 th National Congress of the Communist Party of China,although the people’s income and living standards have been greatly improved,and the system and mechanism of multiple production factors participating in distribution according to their contributions have been basically established,the problem of excessive income gap between urban and rural areas,regions,industries,and different groups has not been completely solved,the starting point and process of initial distribution are not fair,and the tax and social security of redistribution are insufficient Problems such as the non-significant role of the three distributions have resulted in the difference of wealth stock and flow between the rich and poor groups.Based on the new stage of development,we will further increase the proportion of middle-income groups by deepening the reform of the income distribution system,guide and encourage high-income groups to actively contribute to the three distributions,and narrow the gap between the rich and the poor between different stakeholders in China by building a reasonable and orderly new pattern of income distribution,so as to provide strong institutional support for achieving the common prosperity of all people.In view of this,this paper takes the reform of the income distribution system as the starting point,analyzes the current situation of China’s income distribution at the new stage of development from both theoretical logic and practical logic,and provides policy suggestions for the reform of China’s income distribution system,excavates and plays the role of deepening the reform of the income distribution system in promoting the realization of common prosperity.The details are as follows:In terms of the ideological origin of common prosperity and the basis for the reform of the income distribution system.The wealth view of Marx,Engels and Lenin has provided important enlightenment for the formation of the CPC’s thought of common prosperity.As an important guarantee to highlight socialist fairness and justice and narrow the gap between the rich and the poor,the socialist income distribution system is the institutional foundation for continuously improving the income level of our people and improving the quality of life.The CPC’s theoretical exploration of the reform of the income distribution system,on the premise of adhering to the Marxist theory of labor value and the theory of distribution according to work,drew on the beneficial elements of the western theory of production factor value,and creatively proposed the socialist theory of income distribution with Chinese characteristics that combines distribution according to work and distribution according to production factors,and gives consideration to efficiency and fairness,We should fully explore and give full play to the value and role of the income distribution system in promoting the common prosperity of all people.Theoretical analysis and practical investigation of the reform of the income distribution system in the new development stage.In terms of theoretical analysis,this paper analyzes the relationship between Common prosperity and the reform of income distribution system,and re explores and clarifies the misunderstanding of the current society on the reform of income distribution system.That is,fairness and efficiency cannot be simply opposed in the field of income distribution,and it is necessary to deeply understand and grasp the many problem factors that cause the wealth gap in China’s society,and to correctly understand and grasp the relationship between wealth differentiation and income gap.In view of the new content and new form of deepening the reform of the income distribution system in the new development stage,the goal requirements of further narrowing the gap between the rich terms of practical investigation,this article introduces the achievements of China’s income distribution system reform since the 18 th National Congress of the Communist Party of China,systematically analyzes the problems in the fields of primary distribution,redistribution,and tertiary distribution,and summarizes the challenges faced by China’s income distribution system reform in the new development stage from four perspectives: low-income groups,income stock and flow,income distribution interest relationships,and related supporting mechanisms.Based on the new stage of development,this paper believes that the reform of the income distribution system should focus on promoting the realization of the goal of the middle group,encouraging and guiding high-income groups to participate in the three distributions,and creating an income distribution pattern that conforms to socialist fairness and justice.In terms of policy recommendations,based on the difficulties and bottlenecks in China’s income distribution system reform in the new development stage,this article proposes policy recommendations from four aspects: establishing and improving the initial distribution system mechanism guided by the goal of promoting common prosperity,improving the regulatory function of redistribution,building a system mechanism to support the third distribution,and constructing a reasonable income distribution pattern,Strive to further explore and enhance the role of income distribution system reform in promoting the realization of common prosperity for all people.
