Research On The Coupling Coordination Between Industrial Structure And High-quality Economic Development In Shandong Provinc

As China’s economic development gradually enters the new normal,China’s economy has shifted from the stage of high-speed growth to the stage of high-quality development,and the driving force of high-quality economic development mainly comes from the transformation and upgrading of industrial structure.As an important industrial base and a strategic fulcrum of economic development in northern China,Shandong Province has accelerated the green and high-end development of traditional pillar industries,vigorously developed green and low-carbon industries,and made strong breakthroughs in emerging industries and future industries.Significant achievements have been made in the transformation of old and new growth drivers.The province’s economic structure and quality show trends and key changes,and high-quality development prospects are broad.However,due to the influence of many factors such as development foundation and economic structure,the problem of uncoordination between industrial structure and high-quality economic development still exists in prefecture-level cities in Shandong Province.Accelerating the transformation and upgrading of industrial structure and realizing the benign coupling and coordination between industrial structure and high-quality economic development are of great significance to promote the further optimization and development of Shandong Province.Firstly,the evaluation index system of industrial structure and high-quality economic development is constructed.The data of 16 prefecture-level cities in Shandong Province from2010 to 2021 are selected,and the comprehensive development level of the two systems is measured by entropy weight method.Moreover,the coupling coordination degree of the two systems and the obstacle factors affecting the coordinated development level are analyzed by constructing the coupling coordination degree model and the obstacle degree model.Then the Dagum Gini coefficient decomposition method is used to calculate the difference between the industrial structure and the coordination level of high-quality economic development of the three economic circles in Shandong Province,and the development suggestions are put forward.The main conclusions are as follows:(1)The overall level of high-quality economic development in Shandong Province is slightly higher than the level of industrial structure development,and the change trend of the two systems is more coordinated and both show an upward trend,showing a trend of "Jiaodong economic circle > Provincial capital economic circle > Lunan economic circle" in spatial distribution.There are large differences in the development level of the two systems among prefecture-level cities,and Jinan and Qingdao always lead other cities.(2)The coupling coordination degree between industrial structure and high-quality economic development shows a trend of "Jiaodong economic circle > provincial capital economic circle > Lunan economic circle" in the three economic circles;The coupling coordination level of Jiaodong economic circle changes from primary coordination to intermediate coordination,the provincial capital economic circle changes from reluctant coordination to primary coordination,and the southern Lunan economic circle changes from the verge of imbalance to primary coordination.From the level of prefecture-level cities,the coupling coordination degree of industrial structure and high economic quality of all cities in Shandong Province has been improved.From 2010,6 prefecture-level cities are in primary coordination,6 are barely coordinated,and 4 are on the verge of imbalance,to 2021,2prefecture-level cities are in good coordination,5 are in intermediate coordination,and 9 cities are in primary coordination.(3)The upgrading of industrial structure has always been the main subsystem hindering the coupling and coordinated development of Shandong Province’s industrial structure and high-quality economic development.The number of patent grants,the full-time equivalent of R&D personnel and labor productivity are the key obstacle factors hindering the coupling and coordinated development of Shandong Province’s industrial structure and high-quality economic development.(4)The difference of the coupling coordination degree between industrial structure and high-quality economic development in Shandong Province showed a downward trend during the study period,indicating that the differentiation between cities was alleviated on the whole,and the main source of the difference was the difference between groups.
