Research On The Evaluation Of High-quality Development Level Of Industrial Parks In Jiangxi Provinc

As a bearing area for the centralized development of local economy,industrial parks have played a very important role in the local industrial agglomeration and regional development.The governments of various regions take the construction of industrial parks as a new engine to drive regional economic growth and have formulated policies and plans to promote the development of industrial parks.In the report of the 19 th National Congress,General Secretary Xi Jinping put forward the concept of high-quality development,and again emphasized the importance of high-quality development in the report of the 20 th National Congress.Jiangxi Province also followed the pace and proposed to establish the implementation of scheduling and promotion mechanism to promote the high-quality development of industrial parks in Jiangxi Province.In order to promote the high-quality development of industrial parks in Jiangxi Province,this thesis analyzes the current situation of industrial park development in Jiangxi Province based on the concept of high-quality development,system theory and sustainable development theory,and takes 86 industrial parks in 11 cities of Jiangxi Province as the research objects in2020.Firstly,on the basis of literature analysis,this thesis proposes four dimensions to measure the high-quality development of industrial parks in Jiangxi Province,namely,comprehensive performance,scientific and technological innovation,openness and sharing,and green development,uses the entropy-weight TOPSIS method to construct an evaluation index system consistent with the high-quality development of industrial parks in Jiangxi Province,and measures the overall and each dimension’s comprehensive development index,the coupling coordination degree of the quadratic composite system and the binary system and finally introduce the obstacle degree model to analyze the main obstacle factors that restrict the high quality development.Based on the above study,the thesis draws the following main conclusions: firstly,the comprehensive level of high-quality development and the development level of each dimension of national-level industrial parks in Jiangxi Province is the best,followed by provincial-level key industrial parks,and the development level of provincial-level general industrial parks is lower.Secondly,there are obvious differences in the development level of industrial parks in various regions of Jiangxi Province,among which Yingtan City and Xinyu City have better status of high-quality development;thirdly,in the dimension of comprehensive performance development,Yingtan City and Nanchang City have higher ratings;in the dimension of science and technology innovation development,Yingtan City and Xinyu City have higher ratings;in the dimension of openness and sharing,Yingtan City,Yichun City and Ganzhou City have higher ratings;in the dimension of green development,each city has lower green development In the green development dimension,all cities have lower ratings.Fourth,the degree of coupling and coordination among the four systems of industrial parks in Jiangxi Province is basically in the state of medium coupling and coordination;fifth,in the binary coupling and coordination system,the cities’ comprehensive performance and science and technology innovation system are in the state of high coupling and coordination on average,the comprehensive performance and open sharing system are in the state of high coupling and coordination on average,and the comprehensive performance and green development system are in the state of low coupling and coordination on average;sixth,the obstacles of each city types can be divided into comprehensive performance barrier category,science and technology innovation barrier category,open sharing barrier category,and green development barrier category,among which,comprehensive performance barrier cities include Ganzhou,Fuzhou,Yichun,science and technology innovation barrier cities include Jiujiang,Ji’an,open sharing barrier cities include Shangrao,Jingdezhen,Pingxiang,and green development barrier cities include Nanchang,Xinyu,Yingtan.The thesis finally proposes countermeasures and suggestions to enhance the high quality development of industrial parks in Jiangxi Province from four aspects,taking into account the current situation of high quality development of industrial parks in Jiangxi Province.
