Research On Coupling Coordination Of Public Cultural Service And Cultural Industry From The Perspective Of High-Quality Development

As China has entered a phase of high-quality development,the main contradiction facing society has been transformed into the contradiction between the people’s growing demand for a better life and unbalanced and inadequate development.The unification of social benefits and economic benefits can be reflected in the integration of public cultural service and cultural industry.Public cultural service can help improve the quality and efficiency of the cultural industry,and the cultural industry can inject fresh vitality into the public cultural service system.It is the high-quality development of public cultural service and the cultural industry that is an essential means to protect people’s fundmental cultural rights and interests and meet people’s needs for a better life.Therefore,promoting the coordinated development of public cultural service and cultural industry is of far-reaching significance for adapting to the transformation of the main social contradiction and enabling the high-quality development of culture.However,the level of coordination between public cultural service and the cultural industry is currently low,which affects the efficiency of the provision of public cultural service and the transformation and upgrading of the cultural industry.In view of this,this thesis,from the perspective of high-quality development,explores the spatiotemporal characteristics,spatial effects and obstacle factors of the coupling coordination of public cultural services and cultural industries.The main research contents are as follows:First of all,an evaluation model of the coupling coordination from the perspective of high-quality development is constructed to analyze the spatiotemporal characteristics of the coupling coordination level between public cultural service and cultural industry in China from 2013 to 2020.Based on the index system,the high-quality development index of two subsystems are calculated,and then the coupling degree and coupling coordination degree of the two subsystems are evaluated.The study found that the highquality development level both public cultural service and cultural industry were on the rise.The coupling degree of public cultural service and cultural industry was relatively high,but the coupling coordination degree was relatively low,and the coordinated development had not been achieved by 2020.The coupling coordination degree had obvious spatial heterogeneity,showing a layout of "high in east and low in west,and high in south and low in north".The type of coupling coordination had changed from the leading role of cultural industry to the lagging one from 2013 to 2020.Secondly,judged whether there was a spatial effect in the coupling coordination degree of public cultural service and cultural industry from 2013 to 2020,and revealed the spatial agglomeration characteristics of the coupling coordination between public cultural service and cultural industry.Based on the exploratory spatial data analysis,the spatial correlation of the coupling coordination degree between public cultural service and cultural industry was tested from the global and local dimensions.The results showed that there was a significant positive spatial correlation of the coupling coordination degree of public cultural service and cultural industry in China.The spatial agglomeration type was mainly low-low agglomeration,and there was no obvious change during the study period.Finally,analyzed the obstacle factors of the coupling coordination of public cultural service and cultural industry,explored the feasible measures for the coupling and coordinated development of public cultural service and cultural industry.The main factors affecting the coupling coordination of public cultural service and cultural industry were identified in virtue of the obstacle degree model.The results showed that the opening-up and exchange of public cultural service and the technological innovation of the cultural industry were the key to restricting the improvement of the coupling coordination level between public cultural service and cultural industry.The crossborder integration of public cultural services and the sharing and construction of cultural industries have also somewhat hindered the improvement of the level of coupling coordination.Based on the analysis of obstacle factors,policy recommendations for systematic coupling and coordinated development were put forward.Through these studies,the coupling and coordination between public cultural service and cultural industries of our country can be distinctly understood.Targeted recommendations based on the results of the study can effectively promote the coordinated and high-quality development of public cultural service and cultural industry.
