This paperthinks that to take a new road to industrialization, we must accelerate theresource type as the main industrial system, to change the processing assemblyclass as the main body of the industrial system. Labor-intensive,capital-intensive as the main industrial system, to change technology-intensiveas the main industrial system. Industrial structure develop to high degree ofprocessing is to overcome the resources, energy and environmental constraints,an inevitable requirement of realizing the transformation of economicdevelopment mode.According to the existing theory of high processing degree of industrialstructure, consider the high processing degree as a stage of industrialization.The stage of industrialization are usually divided into the stage of heavyindustrialization, the stage of high processing degree and the stage oftechnology-intensive, regarding the stage of high processing degree as a higherlevel of heavy industrialization phase. However I believe the stage of highprocessing degree should not be regarded as a higher level of heavyindustrialization phase. But should be seen as a process of heavyindustrialization of the production chain within the industry each longitudinaldeepening development.However, at present the research on the high processing degree ofindustrial structure focus on qualitative analysis, with the lack of research onindustrial high degree of processing levels from quantitative perspective. Inaddition, The existing scholars about the measurement of high processingindustry of existing statistical caliber fuzzy, index calculation shortcomings notscientific. with the lack of research on industrial high degree of processinglevels from quantitative perspective. Therefore this paper firstly generalizes theraw materials industry and processing industry according to industry statisticsyearbook, making clear statistic caliber of calculate high processing degreecoefficient of industrial raw materials and processing industry. Then establish ahigh processing degree coefficient as the core, the industrial structure variablesas the industrial structure of high processing auxiliary of stereo measurementsystem.In this paper, I make an empirical study on respectively from two aspectsthe longitudinal development trend and comparison of Sichuan Provinceindustry high degree of processing to do the empirical study, according to thestatistical data of Sichuan Province. The Sichuan province industry highdegree of processing present situation:From the vertical perspective of development trend, during the period from2004to2012, the increasing trend of Sichuan Province industrial highprocessing degree coefficient and manufacturing high processing degreecoefficient is very obvious, Sichuan Province internal industrial andmanufacturing show high processing trend. But due to the rapid development ofmining industry in Sichuan Province, reducing the high degree of processingprocess of Sichuan Province, showing Sichuan Province industrial high processing degree coefficient rose less than manufacturing high processingdegree coefficient increase. In the internal industrial raw materials, theproportion of Sichuan Province mining industry increased year by year, and theproportion of raw materials manufacturing industry decreased obviously. In theprocessing industry, heavy industry proportion is higher than the light industry,at the same time, the proportion of light industry declined, the proportion ofheavy industry is on the rise. So Sichuan Province industry to high degree ofprocessing of development at the same time, the processing industry is also inline with the industrialization process in developing trend.From the comparative perspective, Sichuan Province industry high degreeof processing level is higher than the national average, but lower thanGuangdong Province, Fujian Province, Zhejiang Province, Shanghai City,Beijing City, Chongqing City, Jilin Province, Jiangsu Province and AnhuiProvince. Ranked tenth in the whole country except Taiwan Province in31provinces. Guangdong Province industrial high processing degree coefficientranking first in the2times of Sichuan Province. Raw material industry ofSichuan Province, especially in the mining industry proportion is too large, theprocessing industry in the low proportion of heavy industry is the main cause ofSichuan Province industrial high processing degree backward.The basic path to raise the high processing degree of industrial structure ofSichuan Province is to develop the high technology manufacturing industry andunceasing elimination of mining industry, raw material manufacturing and otherindustrial raw materials in the choice of industrial structure. We must pressahead to optimize and upgrade the industrial structure so as to bring about anindustrial pattern with high and new technology industries as the leader, basicand manufacturing industries as the kingpin and the service industry developingin all areas. The rational use of the transformation of traditional processingindustry of high technology, promote the traditional manufacturing industry inthe technological transformation and upgrading of traditional industries, leadingthe transition to deep processing, finishing, high additional value and lowconsumption.
