| To achieve scientific and technological innovation,we must promote the application of high-tech achievements in R & D projects.In recent years,China’s R & D investment has been increasing,and its scientific research strength has been significantly enhanced,but the conversion rate of R & D project achievements is not satisfactory.However,there are many problems in the current performance evaluation of R & D projects,and the existing policies to promote the transformation of achievements are too macro to be all implemented in projects.Therefore,it is of great significance to optimize the existing evaluation system by refining the key elements to promote the transformation of achievements,and guide the development of R& D activities with scientific and systematic performance evaluation.The achievements in the performance evaluation of R&D projects and the transformation of project results are sorted out in this paper.Then the related concepts in the research and research methods including KPI,AHP and FECEM are introduced.Aiming at the typical problems existing in the status quo of achievement transformation and performance evaluation,improvement ideas are proposed.Based on the above,the existing indicators of project performance evaluation and achievement transformation evaluation are analyzed,and the preliminary evaluation indicators are determined by KPI and fishbone chart method,which are revised according to the results of expert interviews,and finally determine 3 first level indicators,8 second level indicators and 23 third level indicators.Then,based on the data obtained from the questionnaire,AHP-FCEM is used to calculate the weight of each level of evaluation index,and the final performance evaluation model is constructed.The evaluation results can reflect the achievement transformation ability of the R & D project,and identify the specific problems in the achievement transformation of the project,and have certain guiding significance for the establishment and management of the R & D project of the institution.It is verified that the performance evaluation system proposed in this paper can help improve the achievement transformation ability of R & D projects and provide support promoting scientific and technological innovation. |
