Application Research Of Information Project Portfolio Management Based On AHP Fuzzy Comprehensive Evaluation Method

In recent years,China has increased investment and attention to enterprise informatization.At present,most informatization projects of state-owned enterprises in China still follow the traditional single project management mode,functional and project-based organizational structure,which is easy to cause data isolation,inability to share and island phenomenon among multiple projects,waste of resources and lack of effective utilization.What’s more,it is unable to ensure the relevance between the project and the strategic development of the enterprise.Chinese state-owned enterprises faced the challenge with how to effectively combine information projects,make overall planning,optimize the overall allocation and distribution of resources,and avoid high risks,so as to realize enterprise strategy and maximize income.In order to solve the pain points of traditional state-owned enterprises in informatization project portfolio management,this paper starts from the relevant theories of project portfolio management,deeply analyzes the actual situation and problems of informatization project management of Z company,puts forward a set of application framework of informatization project portfolio management based on AHP fuzzy comprehensive evaluation method,and applies it in informatization project portfolio management of Z company.This application framework uses the Balanced Scorecard tool to analyze and decompose the enterprise strategic objectives,extracts and establishes the evaluation indexes and evaluation system of Z company at all levels,calculates the index weight at all levels by analytic hierarchy process(AHP),and calculates the comprehensive score of the project in the combination by fuzzy comprehensive rating method.This application framework combines the advantages of analytic hierarchy process and fuzzy comprehensive rating method,transforms simple qualitative analysis into accurate quantitative calculation,and improves the scientificity and feasibility.In the informatization project portfolio management of Z company,this paper selects project X,project Y and project Z into the project portfolio,comprehensively evaluates the evaluation indexes of the three projects by using AHP fuzzy comprehensive evaluation method,and obtains the effective ranking of the three project priorities.According to the priority of projects in the portfolio,this paper analyzes how to optimize resource allocation and overall management,and how to realize unified planning and centralized control of projects in the portfolio.Through the practical application of information project portfolio management,Z company has realized the efficient management of multiple projects,improved the utilization rate of limited resources,reduced the management cost,reduced the burden of managers and increased the economic benefits of the enterprise.It can be referred by other state-owned enterprise informatization projects.
