Research On The System Of Technology Investment Project Performance Evaluation

Technology Investment Project Performance Evaluation is more and more important as the Technology Investment Project is applied widely in industries. The establishment of a scientific system of performance evaluation is based on the overall effect, analysis and planning of the related indicators and research on the differences between long-term strategic planning and program effectiveness. The evaluation results will be reflected in the government's plans to develop long-term technology strategy and process, which is not only the future development of science and the prerequisite and basis for decision-making, but also is the major practical significance for the social, economic and technological development of our country.Technology Investment Project Performance Evaluation is the premise of creating the competitiveness, incentive and monitoring system in the Technology Project Management. It is also reliable evidence of making scientific decisions and to ensure the completeness of the technology tasks. Technology Investment Project Performance Evaluation is an important link in science and technology management system, which is the starting point for the management process, is also the destination of the management process. It is also to strengthen Technology Investment Project in science, and has an important role to improve scientific and technological resources allocation and investment returns.This article is targeting the applicable technology investment project that be implemented in market. The domestic and abroad Technology Investment Project Performance Evaluation theory and realistic samples are referred in the article, which combines theoretical analysis and the analysis of status and problems of Technology Investment Project Performance Evaluation. In this paper, the framework of the Technology Investment Project Performance Evaluation index System is constructed initially. Through the research in the performance evaluation methods, propose the theory of the combination of quantitative evaluation methods and qualitative evaluation methods, i.e. using Delphi, AHP and Fuzzy Comprehensive Evaluation method in Technology Investment Project Performance Evaluation. Use analysis and frequency of statistics to primary and optimize the index of Technology Investment Project Performance Evaluation, which has formed three level indicators and 23 based indicators of Technology Investment Project Performance Evaluation Index System. Then, combine Delphi and AHP to distribute the weight of various levels indicators. Finally, combine Delphi and Fuzzy Comprehensive Evaluation method to perform comprehensive evaluation on Technology Investment Project. The method of the combination of quantitative and qualitative can be used for various projects, which has more widely implement evaluation.
