| With the acceleration of the reform,more and more state-owned enterprises have entered new business fields,which want to stand firm in the fierce market competition.To achieve high quality development,they need a scientific and rational performance management system.S company,the research object of this thesis,is a multimodal transport investment and operation platform company jointly established by a central enterprise in Sichuan,a provincial state-owned listed enterprise and a municipal state-owned enterprise.After more than three years of development,the actual operation deviates from the development strategy.Therefore,S company needs to redesign the performance management system which suitable for the current development stage,to explore how to fully mobilize employees’ entrepreneurial enthusiasm,and promote mutual cooperation among teams,so as to eliminate the unfavorable factors caused by performance management.Based on this,this study takes the optimization of the current performance management system of S company as the core content.In combination with the situation of the company,the author sorts out the company’s development strategy,management structure,human resources structure,and analyzes the interview content and questionnaire survey results.It is found that there are some problems in S Company’s performance management,such as the disconnection between goal and strategy,too long appraisal period,non-objective evaluation,lack of communication and feedback.Based on the process of Key Performance Indicator(KPI)and thought of Objectives and Key Results(OKR),the method of integration and application is proposed,the performance management system of S company is redesigned.The management organization and its responsibilities are clarified.The principles and objectives of the PM mode,confirmation method of indicators and index weight are designed,and the communication and feedback mechanism with high participation of employees are improved.At the same time,it also reminds the attention of various roles at different stages.Finally,the implementation effect of the new scheme is briefly evaluated.The thesis is an attempt of the compound performance management model,and it proposes that various performance management tools can be integrated and applied in specific circumstances to give play to their respective advantages,so as to better serve enterprise PM and promote the implementation of enterprise strategies.Although this model is not mature enough,it still has certain reference significance for commercial state-owned enterprises in the early stage of development. |
