Impact Mechanism Of Digital Economy On High Quality Development Of The Yellow River Basin

The outline of the national "14th five year plan" defines "building the Yellow River basin into a leading area for ecological protection and high-volume development" as a national strategy.Promoting the high-quality development of the Yellow River Basin is related to the innovation of regional coordinated development mechanism in China’s large river basin,and is also an effective way for ecologically fragile areas to reconstruct the modern industrial system through industrial ecology and ecological industries.With the continuous breakthrough and vigorous development of information technology,digital economy is becoming an effective support for the construction of a new development pattern,a main way for the construction of a modern economic system,and a powerful measure for building a new competitive advantage of the country.It is the key to implement the development theory of "three new and one high" and speed up the construction of the Yellow River Basin pilot area to deeply understand the mechanism between them.On the premise of combing relevant literature and theories,this paper clarifies the mechanism of action between the two from three aspects: direct impact mechanism,indirect impact mechanism and spatial spillover effect.Based on the relevant data from 2011 to 2019,it comprehensively uses fixed effect model,spatial econometric model and other methods to empirically test the impact and transmission path between the two.The results show that:(1)both the digital economy and the high-quality development index are on the rise in the Yellow River Basin,but the development is not coordinated.(2)Digital economy has a positive role in promoting the high-quality development of the Yellow River Basin,and to a certain extent,it can be indirectly promoted through the upgrading of industrial structure;The degree of government intervention has a restraining effect on the high-quality development of the Yellow River Basin,while the level of human resources and transportation infrastructure have a promoting effect.(3)Digital economy can affect the high-quality development of geographical and economic neighboring areas through positive spillover effects.(4)The impact of digital economy on the high-quality development level of the upper reaches of the Yellow River Basin is not significant,but it has a significant role in promoting the middle and lower reaches.The policy suggestions and Inspirations of this paper are: improve the construction of digital infrastructure and build a high-quality dynamic economic operation system;Improve the innovation ability of digital technology and cultivate new development advantages in the Yellow River Basin;Promote the penetration and integration of digital economy and industry,build a modern industrial system,and indirectly promote high-quality development;Promote the development strategy of digital economy in the Yellow River Basin and promote the balance of the development of the Yellow River Basin;We will promote digital governance and accelerate the modernization of government governance in the Yellow River Basin.
