Quality development is the goal of regional economic development,and quality development cannot be achieved without the comparative advantages of the relatively static factors and the dynamic environment of each region.In this article,relevant theoretical findings are combined with actual economic and social development to form a system of indicators and apply the entropy method to measure the level of high-quality economic development in the nine provinces and regions of the Yellow River Basin.It showed that the lower parts of the Golden River basin developed relatively well,the middle parts ranked second,and the upper parts ranked third in the2010-2020 period.An analysis of the Dagum Gini coefficient shows that there are currently significant intra-and inter-regional differences in the high level of economic development in the Yellow River region.Similarly,the relative advantages of the nine districts in the Delta are analysed by developing indicators that capture the relative advantages of production factors and development environment in the Delta.Finally,the empirical analysis of the panel data used between the nine counties of the Yellow River Basin and the counties in the region from 2010 to 2020 shows that:(1)through fixed effects analysis,both the characteristics of production factors and the relative advantages of the development environment in the Yellow River Basin can influence high quality economic development,but overall,the relative advantages of the development environment play a more important role.(2)Examining the heterogeneity of the upper,middle and lower reaches of the Yellow River,we find that the relative advantage of production factors in the upper reaches has a greater impact on economic quality than in the middle and lower reaches,and that the relative advantage of the development environment in the lower reaches is more important than in the upper and middle reaches.(3)Taking industrial concentration and industrial optimization as mediating variables and examining the mediating effect of industrial development on economic quality development based on comparative advantage,we find that production factors can promote development through the mediating role of industrial concentration,but not through industrial optimization to promote quality development.In contrast,comparative advantage in the development environment can promote quality development through the interaction of industrial concentration and optimization,and can play a broader role in optimizing economic and industrial development.In conclusion,in formulating a development strategy for the Delta,it is important not only to improve the development environment of the Delta in terms of technological investment,institutional protection,infrastructure and opening up to the outside world,but also to make rational use of existing natural resources,implement appropriate industrial policies,improve the level of industrial optimisation,raise the level of quality development in the nine provinces of the Delta and narrow the development gap between regions.
