Comprehensive Evaluation And Spatial Correlation Analysis Of High-Quality Development Level Of The Yellow River Basin

The Yellow River is the second longest river in China and the cradle of Chinese civilization.However,the over-exploitation and utilization of natural resources in the Yellow River Basin has led to ecological destruction,water shortage and serious soil erosion.As an important ecological barrier and economic zone in China,the protection of the Yellow River Basin is imminent.In September,2019,the ecological protection and high-quality development of the Yellow River Basin became a major national strategy.As a result,the high-quality development of the Yellow River Basin has become a hot topic of academic discussion.The Yellow River Basin spans the three major regions of China,which is the epitome of China’s region.Therefore,the research on the high-quality development of the Yellow River Basin is conducive to coordinating the development of the east and the west,narrowing the gap between the north and the south,and promoting regional coordinated development.High-quality development has rich connotations,including not only economic growth,but also environment,science and technology,people’s livelihood and many other aspects.Based on the new development concept,this paper constructs a comprehensive evaluation index system covering five dimensions and 20 indicators of "innovation,coordination,green,openness and sharing",and uses entropy method to calculate the years of 2010,2013,2016 and 2019 of 61 prefecture-level cities in eight provinces and regions of the Yellow River Basin.Finally,using the methods of natural discontinuity,spatial autocorrelation and obstacle degree model,this paper analyzes the whole basin,the upper,middle and lower reaches,provinces and cities,and studies its temporal variation,spatial distribution pattern,overall spatial correlation and main obstacle factors.The findings are as follows:(1)The comprehensive score of the overall highquality development level of the Yellow River Basin is on the rise,and the scores of sharing,innovation and openness are higher.(2)From the upper,middle and lower reaches,the level of high-quality development shows a gradual downward trend from east to west,and the upper reaches show a fluctuating downward trend in the opening dimension.(3)There are obvious spatial differences among provinces,showing a pattern of "the east is developed and the west is backward".Shandong province is far ahead in innovation dimension,Henan and Shandong province are ahead in opening dimension,and the gap between the eight provinces is not too big in coordination and green dimension.In sharing,Inner Mongolia is ahead and Gansu lags behind.(4)The cities in the Yellow River Basin are divided into four types by the natural breakpoint method,among which the high-level cities are mainly provincial capitals and central cities,the high-level cities are distributed around the central cities,the low-level cities spread from the downstream to the middle and upper reaches,and the low-level cities gather in the middle and upper reaches.(5)The overall spatial correlation of cities in the Yellow River Basin is weak,and there is agglomeration effect in some areas.The H-H agglomeration in the eastern region is obvious,while the L-L agglomeration in the western region is obvious.(6)The biggest obstacle to the high-quality development of cities in the Yellow River Basin is openness,followed by innovation and sharing.
