The Research On In-situ Urbanization Development Strategy Of Jingtai County From The Perspective Of Rural Revitalization

China’s urbanization has begun to shift from rapid development to high-quality development,with the boundaries between urban and rural areas becoming increasingly blurred.The comprehensive promotion of new urbanization and rural revitalization strategies has injected new vitality into the development of small and medium-sized towns and rural areas,particularly in the less developed western regions.Prioritizing population urbanization and focusing on the development of small and medium-sized towns within counties,in-situ urbanization perfectly matches the development of the times.Its implementation can effectively avoid the urban and rural diseases brought by traditional urbanization,promote integrated urban-rural development,and construct a harmonious and orderly development of large,medium,and small cities and rural areas.In this context,this paper selects Jingtai County in the northwest region as the research object to explore feasible strategies for promoting in-situ urbanization in the county and provide a reference for the in-situ urbanization development in the northwest region.The paper first starts from the study of the connotation and related theories of in-situ urbanization,analyzes the research status at home and abroad,summarizes the four stages of China’s in-situ urbanization development,and clarifies that China’s in-situ urbanization development has entered a diversified development stage under the rural revitalization strategy.Through the analysis of the interaction between the rural revitalization strategy and in-situ urbanization,the importance and necessity of promoting in-situ urbanization under the rural revitalization background are clarified.Based on this,a research path for in-situ urbanization combined with land suitability evaluation system is constructed.On the one hand,the concept of rural revitalization is integrated into the selection process of in-situ urbanization evaluation index system,updating the construction of in-situ urbanization evaluation index system.On the other hand,a land suitability evaluation system is established to further refine the land space for county-level in-situ urbanization and identify high-quality development areas for in-situ urbanization in the study area.Then,using the constructed research path,the levels of in-situ urbanization in Jingtai County in 2011 and 2020 are measured,and the results are analyzed concretely using Arcgis10.3 to explore the development pattern and its causes of in-situ urbanization in Jingtai County from the perspectives of time and space.Furthermore,the spatial land use in Jingtai County is evaluated through land suitability evaluation,and the results are overlaid with the in-situ urbanization measurement results.The development level of in-situ urbanization in Jingtai County is divided into five levels: high comprehensive index,relatively high comprehensive index,average comprehensive index,relatively poor comprehensive index,and poor comprehensive index.Based on the land suitability evaluation results,the development pattern and causes of high-quality in-situ urbanization in Jingtai County are further analyzed.Finally,optimization strategies are proposed.According to the evaluation results,the development of in-situ urbanization in Jingtai County is closely related to the basic conditions of each township’s development,economic and industrial development,population migration trends,and infrastructure construction.Based on this,the following suggestions are put forward:(1)Planning guidance,ecological priority,and innovative diverse management models;(2)Industrial upgrading and comprehensive improvement of the county’s economy;(3)Grasping population migration trends and strengthening talent team construction;(4)Promoting equalization of urban and rural public services.It is hoped that these suggestions will help the implementation of in-situ urbanization in Jingtai County.
