Studies On The Development Of Urbanization In Fu'an County

The degree of urbanization is pivtal criteria of the economic and cultural development, social organizing degree,technological and managerial level, and it is more related to the industrialization degree of a certain country and region, The healthier in situ urbanization means the processes of rural residents immigrating gradually to city and town, and promoting the healier development of the second and third industries with the increasing industrialization, white excepting from'the City Illness'such as the problems of traffic crowd, environmental pollution and land imposing dilemas.In this study, the characteristics of in situ urbanization, industrialization and their related governance of Fu'an County, locating at the eastern Fujian, a typical industrialized city, is addessed by methodological combination of comparative competition, typical investigation and integration of theories into practices. The investigating themes include population dynamics, industrial structure, income gaps between the rich and the poor, education, urban environment, city pattern and land use, and their relationship with governance by government.The results indicate that the problems and their degrees during in situ urbanization and industrialization are interior related to governance mechanisms. The bad governces by government can directly lead to unclear duties of the govermental departments involved in urbanization, the segregation urban and rural area in the long term, the severe waste of land utilization, barriers to the immigrating fanner exployment and gap broadening of the rich and the poor residents. Finally, the author propose the strategic "good" goverances for the existed problems, tghose include the sound planning of urgan spatial pattern, allivating of segregation between urban and rual policy, elevating the integrative management level in city, building the managerial mechanism for urban ecosystem, innovation financial mechanism.
