The Research On The Problems Of Rural In-situ Urbanization

In 2012 November the State Council approved the "Central Plains Economic Area Planning", marks the construction of the Central Plains Economic Area has entered a new historical period. As a province with large population and agricultural production area in China, Henan is faced with the grim situation of development. On the one hand, population pressure is the bottleneck of all aspects of Henan’s social and economic development; on the other hand, as the country’s major grain producing areas, Henan in ensuring the cultivated area is not reduced and the protection of national food security is the bounden duty of. This requires Henan to base on the province made practical with innovative ideas and the courage to explore in the historical process of realizing the model of urbanization. So that can we actively go out a new urbanization road both to meet the needs of the development of urbanization, and not at the expense of the cost of resources and the environment.Therefore, based on the actual situation with overall planning in the process of promoting the construction of area of Central Plains economy in Henan, we treated the "local rural urbanization" as an important form of the construction of Henan’s new urbanization in the process of realization.Lots of areas explored a variety of new urbanization road and then went out of a characteristic of Henan "local rural urbanization" development road,which enriched theoretical and practical experience.The special "in situ urbanization" mode of Huixian city gives priority to connnootation and extenntion of supplement, which has got high evaluation of relevant departments in the exploration of new urbanization in different localities in Henan.We selected the Chang Cun Town and Nan Li Village of the "Huixian model" as the research object in this article, recorded some related data and report during the visit and survey. This paper mainly explored the solvement on the employment, education and pension problems, analyzed the main practices and experiences in these three aspects, summarized the current problems still exist, and then explored the further development direction and measures, in order to get a universal significance.Based on the human settlement theory and regional development theory, this paper mainly focuses on the research of the landless peasants re-employment practices, education and pension and summarizes its achievements in the "in-situ urbanization" process. These achievements include that the rapid development of township enterprises which improved the local economic level;the perfect infrastructure which facilitated the masses of production and life of the villagers; the improvement of the villagers’ consumption level and communication mode.However, with the certain achievements have been made,we should also clearly recognize the common problems that still exist, such as the landless peasants re-employment difficulties, the backward basic education and residents endowment problems etc.. The causes for these problems are various.The landless peasants re-employment difficulty is caused by the reasons such as increased farmer own quality, government compensation and resettlement mode and migrant workers; Basic education lags behind is due to weak infrastructure, unstable education teachers and the insufficient attention of farmers; And the emergence of the pension problem is due to the challenge to family pattern and the traditional pension model and the weak social care service.On the causes of these problems, this paper also puts forward to the countermeasures. Such as the landless peasants re-employment problem, the two should actively create a good employment environment and conditions for landless farmers, promote the development of township enterprises and the third industry to create jobs, vigorously develop vocational skills training, and encourage farmers to do poineering work independently etc.; In the aspect of the development of basic education, this paper argues that Nan Li Village should play its superior geographical advantages, and focus on training to make full use of the local resources to carry out efficient teachers, but Changcun Town should take efforts to develop modern education means to promote teachers distance training etc..In the community endowment, both area should develop diversity pension services, and slso adhere to the traditional family pension.
