| The 19 th National Congress of the Communist Party of China put forward the comprehensive implementation of the rural revitalization strategy,and established the general requirements of "prosperous industry,livable ecology,civilized rural customs,effective governance,and affluent life".Among them,industrial prosperity is the focus and key link of rural revitalization,and it is of great significance to provide a material basis for the implementation of the rural revitalization strategy.In recent years,Cili County,Zhangjiajie City has vigorously developed rural industries.Although the revitalization of rural industries has achieved phased results,there was still a certain gap between the goal of high-quality development of the agricultural industry.It was because of this that it has certain theoretical significance and practical value to study the effect evaluation and policy optimization of rural industrial revitalization in Cili County under the background of rural revitalization strategy,and then helped to achieve the goal of high-quality development of the agricultural industry.Combining with the background of rural revitalization strategy,on the basis of constructing the evaluation index system of rural industrial revitalization effect in Cili County,this thesis used the entropy-TOPSIS method to empirically evaluate the effect of rural industrial revitalization in Cili County,and studied the effect of Cili County’s rural industry revitalization based on the perspective of time evolution analysis.The temporal evolution law and characteristics of the rural industrial revitalization effect of Li County,and based on the perspective of horizontal comparative analysis,the level of Cili County’s rural industrial revitalization effect in the provinces with similar output value was studied,and the OLS method was further used to analyze the rural industry in Cili County.The revitalization effect and influencing factors were fitted and regression analysis was carried out,and then the fitting change trend of rural industry revitalization effect and influencing factors in Cili County was explored.At the same time,combined with the results of the evaluation of the effectiveness of rural industry revitalization in Cili County and the analysis results of influencing factors,the deficiencies and typical problems of rural industry revitalization in Cili County were discussed,and on this basis,it was further exploratively proposed to promote the mode,thinking and policy suggestion of rural industry revitalization of the Cili County in the new era.The main conclusions of this study are as follows:(1)Apply the constructed evaluation index system of rural industry revitalization in Cili County to conduct empirical evaluation.From the overall evaluation level of rural industry revitalization effect in Cili County,from 2011 to 2020,the level of rural industry revitalization effect in Cili County has shown a steady increase.From 0.0156 in 2011 to0.9046 in 2020,a total increase of 0.8890 in ten years;from the score of Cili County’s rural industry revitalization effect evaluation criterion layer,from 2011 to 2020,the comprehensive score of production conditions criterion layer increased by 0.6956.The comprehensive score of the industrial enterprise standard layer increased by 1.0000,the comprehensive score of the industrial scale standard layer increased by1.0000,and the comprehensive score of the industry related standard layer increased by 0.7651;The county’s rural industry revitalization effect was 0.4155(ranked 5th);The performance evaluation score of the production condition criterion layer was 0.6145(ranked 5th),the performance evaluation score of the industrial enterprise criterion layer is0.6079(ranked 1st),and the industrial scale criterion layer effect evaluation score was 0.6079(ranked 1st).The score was 0.1347(ranked7th),and the evaluation score of the effectiveness of the industry-related criteria layer was 0.3546(ranked 4th).(2)Use the OLS method to carry out a fitting regression analysis on the effect and influencing factors of rural industry revitalization in Cili County.The results showed that the effect of rural industry revitalization in Cili County is positively correlated with the selected five influencing factors,such as the area of cultivated land resources and rural population.Specifically,if the area of arable land resources increases by 1 percentage point,the change in the effect of rural industrial revitalization in Cili County will increase by 0.0870 percentage points;if the rural population increases by 1 percentage point,the effect of rural industrial revitalization in Cili County will increase by 0.0370 percentage points.If the total power of agricultural machinery increases by 1 percentage point,the effectiveness of rural industry revitalization in Cili County will increase by 0.0170 percentage points;if the provincial and municipal leading enterprises increase by 1 percentage point,the effectiveness of rural industry revitalization in Cili County will increase by 0.1430 percentage points;if the total tourism revenue increases by 1 percentage point,the effect of rural industrial revitalization in Cili County will increase by0.0700 percentage points.(3)Through the above-mentioned evaluation of the effectiveness of rural industrial revitalization in Cili County and the analysis of the trend of fitting and regression with influencing factors,combined with field research,it was found that there were still insufficient advantages of leading enterprises in the revitalization of rural industries in Cili County,and the integration of the three industries is relatively weak.Weaknesses,weak agricultural capital support,etc.,further combined with the questionnaire analysis,it was concluded that the rural industrial revitalization in Cili County has typical problems such as slow development of rural business entities,lack of funds,well-known brands and talents,and the main causes are managers.Weakening service awareness,insufficient farmers’ ability to participate,slow technology introduction and lack of professional skills.(4)In response to the above problems,the research proposed that to accelerate the revitalization of rural industries in Cili County in the new era,policy recommendations such as promoting comprehensive rural reform,integrating advantageous resources,cultivating agricultural productive services,exploring interest linkage mechanisms,and cultivating new agricultural business entities should be adopted.It provides a reference for the revitalization of rural industries in Cili County and the high-quality development of the agricultural
