Since 2017,our country has issued documents such as "Opinions on promoting the sustainable and healthy development of the construction industry" and"Guiding opinions on promoting the overall development of the engineering consulting industry",proposing the development of the whole process of engineering consulting,enterprises engaged in investment consulting,reconnaissance,design,supervision,bidding agency,cost consulting and other business are encouraged to carry out the whole process of engineering consulting through joint operation,merger and reorganization.H Company is the first group of pilot enterprises to carry out the whole process of engineering consulting business,which was released by the Housing Department of Shandong Province in 2018.In recent years,the enterprises are gradually developing from a single business to a diversified one,with the increasing of the whole process engineering consulting business,it is urgent to have a set of evaluation system of the whole process engineering consulting service ability.Therefore,this paper identifies and analyzes the key elements of H Company’s whole process engineering consulting service capability,constructs the service capability evaluation system,and makes H Company have a deeper understanding of its own service capability through the evaluation analysis,and for the future improvement to play a positive role.This paper first introduces the background,Content,significance and methodology of the study,and summarizes the whole process of engineering consulting theory,analytic hierarchy process,fuzzy comprehensive evaluation method.Then,it introduces the basic situation of H company,points out the present situation of H company about the whole process engineering consulting business scope,performance,information construction,and analyzes the existing problems.Then,by using Brainstorming to identify the key elements of H Company’s overall engineering consultancy capacity,and then using Delphi method to invite experts to judge the validity of the preliminary identification list,the final key elements identification list is formed,and the analytic hierarchy process method is adopted to establish the whole process engineering consulting service capability evaluation system H Company,which consists of 1 target layer,4 criteria layers and 9 index layers,by inviting experts to score to determine the weight of each factor.In the evaluation of the whole process engineering consulting service ability of H Company,the Fuzzy Comprehensive Evaluation method is adopted,which is divided into five grades at first,and then the indexes in the evaluation system are evaluated by questionnaire,then the membership degree is calculated,the fuzzy judgment matrix is constructed,and the fuzzy comprehensive evaluation is carried out,finally,from the business ability,talent construction,Enterprise Foundation,digital information 4 aspects to enhance the whole process of H Company Project Advisory Service Capacity Improvement Measures.
