With the rapid development of engineering project driven by economy and technology,the phased and fragmented mode of traditional engineering consulting can no longer meet the Employe’s requirement.The state advocates and promotes the whole-process engineering consulting mode to fulfill the high-quality development of engineering service enterprises.However,there are still many difficulties and challenges in early stage of the development of the whole process engineering consulting business,such as few studies and hard to effectively identify and control the risk factors in the dynamic whole life cycle.It has great practical value to perform the risk control and management study for the engineering whole process consulting project to guarantee the implementation of such project,improve the risk control ability and accelerate the transformation and upgrading of the whole process engineering consulting industry.This article expounds the risk control elements and implementation process based on the related theories and methods.Firstly,find out the six typical engineering stages and a complete 148 business integrity sequence via combination of relevant cases to accurately identify risk factors;Secondly,perform the practical research for the whole process petroleum engineering consulting project A,evaluate and cope with risk sources and elements,and establish a risk factor hierarchical analysis model by combining with Fuzzy Analytic Hierarchy Process method.Finally,the risk assessment is performed as per the ALARP principle,establish the risk control model of Project A and the risk control plan of key risks specifically,eliminate two risk factors,and fulfill the risk management for Project A comprehensively,systematically and proactively.This study can provide a reference for the risk control and management of engineering whole process consulting projects,assist all engineering parties to strengthen the risk prevention and control capabilities,promote the high-quality development of the engineering consulting industry.
