Research On The Operational Performance Evaluation And Influence Path Of Cross-border E-commerce Comprehensive Pilot Zon

Since the establishment of the first batch of comprehensive cross-border e-commerce pilot zones in China in 2015,there have been five batches of 105 pilot cities have been established across the country by the end of 2021.Since then,cross-border e-commerce in various regions of my country will have more development models and ideas to provide reference.The establishment of the cross-border e-commerce comprehensive test zone is a major strategic decision made by our party and country to develop the domestic cross-border e-commerce market.The cross-border e-commerce comprehensive test zone is gradually spreading nationwide with the cross-border e-commerce development experience of pilot cities,which is essential to promote the high-quality and high-level development of China’s cross-border e-commerce industry.With the gradual expansion of the scale of Chinese cross-border e-commerce import and export transactions,cross-border e-commerce has become an important engine driving the level of Chinese import and export trade.At the same time,the vigorous development of the digital economy has provided digital technology and digital platforms for cross-border e-commerce,promoted the digital transformation and upgrading of e-commerce enterprises,and ushered in new opportunities for high-quality development of cross-border e-commerce.However,due to the global spread of the COVID-19 epidemic in 2020,the development of cross-border e-commerce was severely impacted,facing unprecedented opportunities and challenges.How to further release the vitality of the domestic cross-border e-commerce comprehensive test zones and promote the operational performance has become a crucial issue.This paper takes the cross-border e-commerce comprehensive pilot zone as the research object,and according to the characteristics of cross-border e-commerce.Firstly,qualitative analysis method is used to reflect the development status and characteristics of the test area;Secondly,based on the performance evaluation index system,the BCC-DEA model is used to measure and compare the operation performance of the pilot zone.Then,based on the difference of operation performance results in comprehensive test areas,in order to further clarify the formation mechanism of performance differentiation,fs QCA method is used to analyze the influence paths,and four different operation performance improvement paths are obtained.Finally,combined with the present situation analysis and empirical research conclusions,the paper puts forward some suggestions for the comprehensive test area,and provides academic reference for the subsequent related research.The following conclusions can be obtained based on the study: Judging from the performance evaluation results of pilot cities,there are 13 cities that have achieved DEA effectiveness,and the overall level of comprehensive efficiency is average,with the highest being the first-tier cities of digital economy,mainly located in Guangdong-Hong Kong-Macao Greater Bay Area and the Yangtze River Delta urban agglomeration,which also shows that the performance level of cross-border e-commerce comprehensive test areas is closely related to the development level of urban digital economy.In addition,72.41% of cities are in the stage of increasing scale returns,and most of them are new first-tier and second-tier cities of digital economy,which shows that most of the comprehensive test areas have great development potential and room for improvement;From the perspective of the performance impact path of the comprehensive test area,the impact on the operational performance of cross-border e-commerce comprehensive test area is the result of the interaction of many factors in the comprehensive test area.The empirical results show that there are four different configuration configurations of the path to improve operational performance,which can be summarized as follows: foreign trade-oriented,industry-supported,comprehensive development and policy service type.Different path types have different influencing factors as core conditions or auxiliary conditions to influence the results.Finally,according to the research conclusions and current existing problems in the development process of the cross-border e-commerce comprehensive pilot zone,this paper proposes some targeted suggestions from the aspects of optimizing the e-commerce industry environment,further promoting the "Silk Road e-commerce",strengthening the cultivation of e-commerce talents and focusing on the core competitiveness.
