Under the complicated international background of trade war,epidemic impact and geopolitical deterioration,China’s economy is in a critical period of high-speed development to high-quality development.Changing the traditional trade pattern and maintaining the role of foreign trade in promoting economic development have become the top priorities of the foreign trade industry.Cross-border electronic commerce is a new foreign trade model under the economic globalization and digital transformation,which brings a "new engine" for the high-quality development of China’s economy.In order to promote the better development of cross-border e-commerce and play its role in promoting regional economic growth and high-quality development,state organs and local governments at all levels have introduced a number of policies and measures.The cross-border electronic commerce Comprehensive Experimental Zone established in the State Council is the most representative.By the end of 2022,165 cross-border electronic commerce Comprehensive Experimental Zones have been established,covering 31 provinces,municipalities and autonomous regions.Therefore,this paper explores whether the policy of cross-border e-commerce comprehensive experimental zone can effectively promote regional economic growth and improve regional economic quality.Firstly,this paper analyzes and summarizes the development of cross-border e-commerce policy system and the present situation of comprehensive test area,and then discusses the theoretical basis for the policy effect of cross-border e-commerce comprehensive test area.On this basis,the entropy weight method is used to measure the quality level of economic development in each city,and the relevant economic indicators of 151 cities from 2011 to2020 are selected to form panel data.This paper summarizes and analyzes the development of the cross-border e-commerce policy system and the current situation of the comprehensive pilot zone,and discusses the theoretical basis for the policy effect of the comprehensive pilot zone of cross-border e-commerce.On this basis,the entropy weight method is used to measure the economic development quality level of each city,and the relevant economic indicators of 151 cities from 2011 to 2020 are selected to form the panel data.The Differences-in-Differences method is used to analyze the policy effect of cross-border e-commerce comprehensive pilot zone on regional economic growth and high-quality regional economic development.In order to ensure the accuracy of the test results,parallel trend test and robustness test are carried out,heterogeneity analysis is carried out according to the different city size and economic development level,and the mechanism test of information technology level is also carried out.The empirical results show that the comprehensive test zone of cross-border e-commerce can promote the growth of economic aggregate and the improvement of economic quality.The benchmark regression result is significantly positive,indicating that the comprehensive test area policy can significantly promote the growth of regional economic aggregate and the improvement of economic development quality.The regression results are further tested,and the experimental results pass the counterfactual parallel trend test,and also pass the robustness test of expanding sample size and wind-down treatment.From the two dimensions of city size and regional economic situation,it is found that the policies of the comprehensive test area are heterogeneous,and the information technology plays a significant role in regulating.Finally,based on the above conclusions,this paper puts forward some suggestions such as improving the policy system of cross-border e-commerce,promoting the sustainable development of the comprehensive test zone of cross-border e-commerce,improving the evaluation,incentive and exit mechanism,optimizing the cross-border e-commerce platform,building a universal credit system,and strengthening the cultivation of cross-border e-commerce professionals. |
