In recent years,China's cross-border e-commerce has developed rapidly,and the scale of cross-border e-commerce transactions has been expanding.35 cross-border e-commerce comprehensive test zones set up by the state have played an important role in promoting its development.Hangzhou Comprehensive Test Zone is the first comprehensive test zone established in China.In the opinion of setting up other cross-border e-commerce comprehensive test zones,the State Council put forward the idea of "promoting and replicating the experience of Hangzhou".It can be seen that the policies,mechanisms and practices of the comprehensive test zones in Hangzhou have important research significance to mechanism of cross-border e-commerce development.This paper researches the issue that how to promote the development of regional cross-border e-commerce in Hangzhou Comprehensive Test Zone.From the theoretical perspective of New Economic Geography,it explores the effect and mechanism of Hangzhou Comprehensive Test Zone on cross-border e-commerce,which is an emerging international industry.Therefore,this study has both theoretical and practical value.This paper uses theoretical research combined with practical research way to carry out research.After defining the research questions,this paper carries out literature review aiming at the theoretical perspective and practical experience.On this basis,it puts forward a new economic geography perspective to explore the effect of Hangzhou Comprehensive Test Zone on the development of cross-border e-commerce,what aspects are reflected in it,and how to generate and act as a research proposition to be explored Based on this,this paper aims to conduct field research based on interviews and questionnaires for practitioners in the comprehensive test area of Hangzhou,and combines second-hand data to encode data and data with rooted theory methods to extract story lines.In the above,the "effect model of comprehensive experimental area to promote the development of cross-border e-commerce" was formed.Based on this,this paper aims at the practitioners of Hangzhou Comprehensive Test Zone,carries out field research mainly based on interviews and questionnaires,combines second-hand data,codes data and data with grounded theoretical methods,extracts story lines,and on the basis of selective coding,forms a "Comprehensive Test Zone to Promote the Development of Cross-border".After that,aiming at the specific exertion of the three effects,based on questionnaires,factor analysis and Logit model analysis are carried out to form research conclusions and suggestions.Based on the above analysis,this paper finds that the development effect of Hangzhou Comprehensive Test Zone on regional cross-border e-commerce is the result of the synergistic effect of agglomeration effect,self-selection effect and policy categorization effect;and policy categorization is the important premise of guiding cross-border e-commerce industry agglomeration and innovation in Hangzhou Comprehensive Test Zone.This study has a certain reference value for the development of regional cross-border e-commerce,as well as the research of agglomeration and industrial development.From the perspective of "new" new economic geography,this paper will carry out empirical case and questionnaire analysis on regional industrial agglomeration and development,which is the marginal innovation of research perspective and methodology.As a "Internet plus" international industry,we should further develop whether its industrial development can meet the "new" new economic geography of the general view value of further exploration,so this paper studies the scope of marginal innovation.This study finds that the combination of policy classification effect and local industrial foundation forms the industrial agglomeration of foreign trade in the new mode of "Internet plus".This view is innovative,so this article has a point of view.
