In recent years,with the increasing penetration rate of heating in northern China,Winter heating is becoming more and more important in people’s life in northern cities,so residents are paying more and more attention to the quality of heating service.The quality of winter heating service directly determines the thermal experience of thermal users,which not only affects the development of enterprises,but also may become the fuse of social problems.Therefore,the continuous improvement of heating service quality has been the goal of the thermal enterprises.JS thermal company,founded in 2004,is a private enterprise approved by the local government.It is mainly responsible for the construction of heating facilities and central heating operation and management within its urban area.The operation and maintenance staff of the company’s heating operation service center are mainly responsible for heating service such as heat exchange equipment maintenance,unit operation guarantee and household failure maintenance.At present,the problems of low work efficiency and low enthusiasm of operation and maintenance personnel are common.The current performance management plan of operation and maintenance personnel is not targeted,and there are problems in performance assessment indicators,performance guidance,performance feedback,application of performance assessment results and other links.Based on the theory of performance management,this paper optimizes the existing performance management scheme of JS Thermal power Company’s operation and maintenance personnel by using key performance management method and balanced Scorecard.After explaining the company’s development status,organizational structure,personnel composition and performance management status of operation and maintenance personnel,problems in the performance management plan were found through questionnaire survey,and reasons for the problems were analyzed by Fishbone analysis.The theory and method of performance management should be used to clarify the thinking,purpose and principle of the performance management optimization plan,shall be optimized item by item according to the sequence of performance management.Finally,it provides suggestions for the implementation and guarantee of the performance management program optimization of JS Thermal operation and maintenance personnel.In this paper,the performance management theory is applied to the optimization of the current performance management scheme for the operation and maintenance personnel of JS Thermal Company.According to the logical order of "problem discovery","problem analysis" and "problem solving",and the existing operation and maintenance personnel performance management plan is optimized according to the ideas of finding,analyzing and solving problems.The implementation of the optimization scheme,strengthening the construction of the foundation of performance management,set up operations staff performance appraisal index,widen the performance communication channels,optimize the performance feedback process,reasonable implementation of performance management,improve the performance management level of operation personnel and enthusiasm,enhance the JS company thermal heating service quality,contribute to the realization of the company’s development goals. |
