In today’s fast-changing business environment,employee performance management has become the top priority of modern enterprise management,which profoundly affects the long-term operation and development of enterprises.Especially with the accelerating urbanization process and the increasing competition among urban public service enterprises,heat supply enterprises are playing a more and more important role in the urbanization process.As the core department of heating enterprises,the operation and maintenance department of heating enterprises plays a vital role in the operation and maintenance of heating systems.Therefore,how to manage the performance of the staff in the operation and maintenance department of the heating enterprise scientifically and effectively,improve the performance level of the staff,mobilize the initiative of the staff,improve the performance of the staff,and finally work together with the enterprise to achieve strategic goals and long-term development has become an important issue in the management of the heating enterprise.W Heating Company was established in 2012 and is an enterprise responsible for the construction of heating facilities and the operation and management of centralized heating within its urban area.At present,W Heating Company,as a traditional heating company,is profoundly affected by the current economic and social development environment,and is facing some difficulties and unprecedented challenges that cannot be ignored,such as pressure of energy transformation,pressure of operation cost,pressure of industry competition,pressure of environmental protection policy and pressure of technological innovation.To this end,the author starts from the employee performance management of the operation and maintenance department of W Heating Company,and finds out the problems in various aspects of employee performance management through questionnaire survey and data statistics,and then continuously optimizes according to the problems in order to promote the further professionalization,standardization and scientificization of the employee performance management of the operation and maintenance department of W Heating Company.This paper takes employee performance management in the operation and maintenance department of W heating company as the research object according to the logic of "finding problems-analyzing problems-solving problems",and explains the current research results and theories of employee performance management at home and abroad through literature survey,case study,questionnaire survey and interview.Through literature survey,case study,questionnaire survey,interview and other methods,the research results and related theories of employee performance management at home and abroad are explained,and the current situation of employee performance management in the operation and maintenance department of W heating company is analyzed in detail,and the problems and causes of the problems are sorted out and summarized.In the process of optimizing employee performance management in the operation and maintenance department,the key indicator method is adopted as the employee performance management method,the SMART principle and the weighting factor method are applied to improve the calculation of key performance indicators and weights at all levels,and an effective communication mechanism is established to optimize the performance counseling link.The performance feedback link is standardized by constructing performance result feedback channels and setting up a performance appraisal result objection appeal system,and the problems of single application of appraisal results are solved by diversified application of appraisal results,etc.Finally,the guarantee measures for employee performance management optimization in the operation and maintenance department are proposed,mainly including three aspects of organizational guarantee,cultural guarantee and system guarantee.Finally,we propose the guarantee measures for the optimization of employee performance management in the operation and maintenance department,which mainly include organizational guarantee,cultural guarantee and institutional guarantee.
