With the development of market economy,the market of each industry is expanding,and the role of HR outsourcing management in the development of enterprises is becoming more and more important.Due to the expansion of enterprises,the demand for employees is also increasing,which leads to staff recruitment,staff training and staff salary design and other non-core business occupy a lot of time and energy,which also makes many enterprises began to pay attention to the importance of human resources and began to explore the outsourcing of human resources,through human resources outsourcing,enterprises can be relatively cumbersome and not very important part of the human resources department of the unit Through HR outsourcing,enterprises can hand over the relatively cumbersome and not very important part of their own HR department to a third-party HR outsourcing provider to take care of the business,which saves the enterprise management time and reduces the enterprise’s HR management costs,enabling the enterprise to put its core resources on the advantageous business to improve its core competitiveness and thus gain more economic benefits.After the company outsourced some functions of its human resource department to a third-party human resource outsourcing provider,some of the original personnel management problems of the enterprise were solved to a certain extent,and the personnel management capability of C Shandong Branch was also improved to a certain extent,but in the process of human resource outsourcing.If these risks are not solved in time,the long-term development of human resources of it will be affected to a certain extent,so it must correctly understand the risks of human resources outsourcing and find out the causes of the risks and take certain measures to deal with them.For the study of the causes and countermeasures of human resource outsourcing in C Shandong Branch,the main contents of this study include the following parts:firstly,to clarify the concept,meaning and theoretical basis of human resource outsourcing by systematically sorting out the relevant studies on human resource outsourcing at home and abroad,so as to lay the foundation for the next study;secondly,to introduce the basic profile of C Shandong Branch,the subject of this study,such as business,corporate culture,employee profile,etc.,through the case study method.Then,we introduce the current situation of HR outsourcing in C Shandong Branch,including the process,content,reasons,advantages and disadvantages of outsourcing;Third,we systematically analyze the risk issues and causes of HR outsourcing in C Shandong Branch through questionnaire survey,in which the risk issues mainly include external risk,internal risk,outsourcing contractor risk,and the causes mainly include external risk,internal risk,and internal risk.The causes mainly include the influence of the traditional personnel management system,the unsound supervision system of the outsourcing company,the lack of awareness of employee resistance and the lack of awareness of cost-benefit analysis,etc.Fourth,through the summary of the above-mentioned risk problems and the analysis of the causes of risk,this study finally proposes some suitable risk countermeasures for C Shandong Branch to reduce the losses caused by external risks in the process of human resources outsourcing in C Shandong Branch.Specifically,the risk response measures for C Shandong Branch include optimizing the risk control strategy of the corporate body,optimizing the risk control strategy of the outsourcing service provider body,optimizing the risk control strategy of the employee body,optimizing the risk control strategy of the external environment,establishing a joint risk prevention mechanism between different companies,and strengthening the role of law to deal with HR outsourcing.
