As we all know, human resources has become "the first resources"of the enterprisesurvival and development, and the core competitiveness of the sustainable development ofenterprises.Therefore,if the enterprise would have healthy development,it must have aprofessional, efficient human resource management team to do the human resourcemanagement. Imperatively, human resource management outsourcing becomes a strategyundoubtedly increasing core competitiveness of enterprises and reducing the operatingcosts,and is expected to promote the healthy development of enterprises. However, humanresource management outsourcing in China is still in its infancy, especially the the enterprisewithin the limited internal and external conditions, complexity of the interactions betweenenterprise and outsourcer, as well as the immaturity of the outsourcing environment, andunsound relevant legal basis.So implementation of human resource management outsourcingwill inevitably encounter much potential risk. Once the risk can not be controlled, theintended purpose of the enterprise who has human resource management outsourcing willnot achieve, but the enterprise will also suffer huge losses. Therefore, the study of enterprisehuman resource management outsourcing risk and risk control has a very important practicalsignificance. However,theoretical study of the domestic and international human resourcemanagement outsourcing is still in early exploration, and the study of the risk is not enoughthorough. Therefore, the article summarizing existing research results at home andabroad,and related theory of human resources management outsourcing, combining with thecurrent situation and existing problems of enterprise human resource managementoutsourcing,mainly studies enterprise human resource management outsourcing risk and riskcontrol, hoping for providing a certain reference value to the successful implementation ofenterprise human resource management outsourcing.The first part briefly introduces the purpose, significance of the papers;then reviews therelevant literature;finally, presents the content, methods and innovation of this paper.The second part firstly introduces the concept, content and the supporting theory ofhuman resource management outsourcing;and then elaborates the human resourcemanagement outsourcing risk management theory.The third part describes the status of enterprise human resource managementoutsourcing;and then analyze the problems of enterprise human resource managementoutsourcing.The fourth part firstly divides risk into four categories by process of enterprise human resource management outsourcing, namely the outsourcing risk of exploration phase,theoutsourcing risk of negotiation stage,the outsourcing risk of implementation phase,theoutsourcing risk of exit phase,and identifies eleven risk from above risk of four phases;analyze risk causes from enterprise, outsourcers and outsourcing environment; finally,based on the risk matrix assessment methods and Boarda sort method evaluates the riskwhich is identified and analyzed.Because much risk comes from the outsourcer, particularlybased on the AHP(Analytic Hierarchy Process)assessing the outsourcer.The fifth part puts forward appropriate control strategies against enterprise humanresource management outsourcing risk from the enterprise itself,management to outsourcerand the government.
