" Human resource management" is to help enterprises improve efficiency, gain acompetitive advantage of a new management model, it can greatly improve theenterprise human resources management level, and gradually become the enterprisedevelopment in an important strategic tool. A company as China’s large-scalemanufacturing enterprises, now take the outsourcing of human resource management,this management mode. However, due to the human resource management outsourcingin China’s emergence and development time short, still belong to new things, plus theoutsourcing service level is low, single business, national legislation lag and enterpriserisk prediction and regulatory capacity is weak wait for a series of problems leading toA company in the human resource management outsourcing activities in the face hugerisk. So, although the A company already has extensive experience in human resourcemanagement, but how to make use of human resource management outsourcing tolower the cost of human resources management, optimize the allocation of humanresources, focus on core competencies, to find in the outsourcing process in thepresence of risk and avoidance measures, determine human resource outsourcing model,these are in this paper to study and discussion.This paper uses the theory of transaction cost, the core competence theory,resource based theory, principle of the wooden barrel theory, an analysis of humanresource outsourcing the management of this work on the A company has theimportance and practical significance. And through the outsourcing of human resourcemanagement, the concept and theoretical basis of human resource managementoutsourcing risks and their sources and other relevant theory, on the A company humanresource management outsourcing background, reasons and in the recruitment, salaryand welfare, training and other aspects of outsourcing present situation has carried on the detailed analysis, and the A company’s human resources management outsourcingimplementation at all stages the possible risks are focused on. At the same time, fromthe enterprise itself, the outsourcing business and external environment three respectsanalysed the origin of risk. Finally, combined with the characteristic of A company putsforward the control strategy of risk. Through this research, to A company’s humanresource management outsourcing development to provide some help, at the same time,also hope for our other enterprises to implement human resource managementoutsourcing provides a reference value.
