Research On High-quality Development Of Agriculture Driven By Digital Economy

High-quality development is the argument of country’s economic and social development during the 14 th Five-Year Plan and beyond.At the same time,the country’s agriculture is also in a historical period of tackling key problems from high-speed growth to high-quality development.Constrained by problems such as scattered production and operation,over-exploitation of resource elements,and backward application technology,the high-quality development of agriculture urgently needs to find new kinetic energy.The vigorous development of the digital economy has brought the opportunities.In view of the problems of weak digital infrastructure,insufficient digital technology innovation,insufficient integration,and unbalanced regional development faced by the current digital transformation of agriculture in my country,how to seize the major historical opportunities of the digital economy and promote the development of agriculture is the key point.An in-depth study of whether and how the digital economy can drive high-quality agricultural development can provide theoretical and empirical support for implementing new development theories and promoting high-quality agricultural development during the "14th Five-Year Plan" period.On the basis of sorting out and summarizing relevant literature,this paper defines the core concepts of digital economy and high-quality agricultural development,and constructs theoretical mechanisms from digital technology and digital governance.Among them,digital technology can be empowered to drive high-quality agricultural development at the three levels of data value,digital industrialization,and industrial digitization;digital governance discusses the internal mechanism from the perspective of helping efficient government governance and farmers’ collaborative governance.Then,taking the quality change,efficiency change,dynamic change and inclusive development in the connotation of agricultural high-quality development as the main index levels,the entropy method is used to calculate the weight of each index,and finally the comprehensive evaluation index of agricultural high-quality development level is obtained.The calculation results were analyzed in different dimensions and in different regions,and it was found that the high-quality development level of my country’s agriculture showed a trend of "high in the east and low in the west",and the fastest growth rate was in the eastern region.Based on this,an empirical analysis of 30 provinces in China from 2013 to2019 except Tibet,Hong Kong,Macao and Taiwan,the results show that the digital economy has a compelling propulsive consequence on the high-quality development of agriculture both on the whole and in four dimensions.,but there are differences in this driving effect among the four major regions.For example,the driving effect of the digital economy on the three dimensions of quality change,efficiency change and inclusive development in the western region is not significant.This difference may be due to the digital economy in the western region.Restrictions on the level of economic development.Then,this paper conducts a test of the internal mechanism.By selecting the total factor productivity of agriculture and the e-government service capability index as the mediating variables of digital technology and digital governance,the mediation effect test is carried out.The results show that the digital economy not only has a direct impact on the high-quality development of agriculture,but there is also an indirect influence through digital technology and digital governance.In addition,this paper takes Dayi County,Chengdu City,a national-level digital village pilot country as the case study object,and explores the specific path and realistic dilemma of the county’s digital economy driving high-quality agricultural development from a practical level.It is found that by establishing a digital agricultural service platform,production new agricultural elements,transformation of the entire agricultural industry chain,innovation of government supervision methods,and motivation of farmers to participate in digital agriculture can promote local agricultural development.Finally,this paper gives analogous policy ideas based on the research results:improve the legal system guarantee,improve the level of rural governance;increase the inclination of funds and speed up the construction of infrastructure;improve the quality of local farmers and attract high-level digital talents;promote the upgrading of digital platforms and promote Agricultural data sharing.
